<br />MINUTES OF REGULAR COUNCIL MEETING <br />Village of Arden Hills <br />Monday, April 14, 1986 - 7:00 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 7:00 p.m. <br /> <br />Closed MeetinR (7:00 to 7:30 p.m.) <br />Council discussed Special Assessment Litigation. <br /> <br />. <br /> <br />Roll Call <br />Present: Mayor Robert Woodburn, Councilmernbers Thomas Sather, Nancy Hansen, <br />Dale Hicks <br />Absent: Councilmember Gary Peck <br />Also Present: Treasurer Donald Lamb, Planner Orlyn Miller, Parks Director <br />John T. Buckley, Public Works Supervisor Robert Raddatz, Clerk <br />Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm <br /> <br />Approval of Minutes <br />Sather moved, seconded by Hansen, that the <br />Council meetings be approved as submitted. <br /> <br />minutes of the March 31 and April 3 <br />Motion carried unanimously. (4-0) <br /> <br />Business from the Floor <br />None. <br /> <br />Presentation of Tree City USA Award - David Sand <br />David Sand, Chairman of the Arden Hills Parks and Recreation Committee, <br />presented the National Arbor Day Foundation award to Council, which designates <br />Arden Hills as "Tree City USA" for 1985. <br /> <br />Sand presented Mayor Woodburn with a plaque, flag, reflectorized highway signs, <br />button and arm patch, which Woodburn gratefully accepted, on behalf of the City <br />Council. Parks and Recreation Director John T. Buckley, the Parks and <br />Recreation Committee, and Arden Hills' residents. <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />Case No. 86-7, RezoninR, Lot Split and Consolidation, and Special Use Permit - <br />Shannon SQuare, C, G. Rein Company <br />Council was referred to Planning Report (3/25/86), Planning Commission Minutes <br />(4/2/86) and to Information Package and Development Plan submitted by C. G. <br />Rein in support of application for "Shannon Square". <br /> <br />Planner Miller displayed an overhead of the site showing its relationship to <br />surrounding properties in Shoreview and Arden Hills; explained that the <br />applicant is requesting approval of: <br />1. Rezoning from 1-2 to B-2 to accommodate the office, restaurant, <br />retail sale uses proposed in the 21,400 square foot convenience <br />shopping center. <br /> <br />2, Minor subdivision, which splits a 20' wide strip from the adjacent <br />Gould property to be consolidated with the Rein site, which is <br />needed for adequate on-site parking, <br /> <br />. <br /> <br />3. Special Use Permit for the operation of a service station, and <br /> <br />4. Site Plan and building permit for Shannon Square. <br /> <br />Miller reported that the Planning Commission recommends approval of the <br />four-fold application with the conditions listed in the Planning Commission <br />minutes, and subject to Planning Commission review of revised lighting, <br />landscape and signage plans. <br /> <br />William Sikora (C, G. Rein) displayed a scale model of the proposed Shannon <br />Square site and referred Council to Information Packet. Sikora said that the <br />Lexington corridor is taking on a more commercial character as it develops, <br />encouraging further high quality future business which will benefit this whole <br />area; noted that the Shannon Square proposal is an extension of the existing <br /> <br />~- <br />
