""t".. <br /> , <br /> MINUTES OF SPECIAL COUNCIL MEETING <br /> Village of Arden Hills <br /> Monday, December 16, 1985 - 7:30 p.m. <br /> Village Hall <br /> Call to Order <br /> Pursuant to due call and notice thereof, Mayor Woodburn called the meeting <br /> to order at 7:33 p.m. <br /> Roll Call <br /> Present: Mayor Robert Woodburn, Councilmembers Thomas Sather, Nancy <br /> Hansen, Dale Hicks <br /> Absent: Councilmember Gary Peck <br /> Also Present: Treasurer Donald Lamb, Public Works Supervisor Robert Raddatz, <br /> Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy <br /> Zehm <br /> . Approval of Minutes <br /> Hansen moved, seconded by Sather" that the minutes of the November 5, December <br /> 3, and December 9 Council meetings be approved as submitted. Motion carried <br /> unanimously. <br /> Business from the Floor <br /> None <br /> Request for Temporary Banner SiRns for Northpark Corporate and Business <br /> Centers - Jim Durda, WoodbridRe Properties <br /> Durda showed a diagram of the proposed banner which he described to be <br /> of white cloth, 30' long x 5' wide, on which "Now Leasing" and a phone <br /> number would be printed. Durda said they propose two banners on the three-story <br /> building in the Corporate Center, one facing north to County Road E and <br /> one facing west to Pine Tree Drive. Durda said a third banner is proposed <br /> on Building B in the Business Center, facing Highway 51. Durda said they <br /> intend to remove the banners when the space is rented; would like approval <br /> of the banner signs for one year. <br /> Concern was expressed about the condition of a cloth banner over a one-year <br /> time period. Durda said they have had good experience with them for this <br /> length of time; if it should become tattered, it will be replaced with <br /> a new one; stated that a banner in poor condition would not be in their <br /> desired image. <br /> Hicks moved, seconded by Hansen, that Council grant approval of two temporary <br /> banner signs for a period of one year, or until the building space is rented, <br /> whichever occurs first; banner to be removed if quality deteriorates. <br /> In discussion, it was queried by Sather whether it is consistent to permit <br /> a 150 square foot temporary banner sign, and deny a temporary construction <br /> sign over 32 square feet in area. It was noted that a wall-mounted sign, <br /> in a commercial/industrial district, may be a maximum of 10% of the building <br /> facade; proposed banners are under this size maximum. <br /> Deputy Clerk Zehm noted that "banners" are not permitted by ordinance, <br /> but have been granted approval, in the past, for periods of up to three <br /> or four months. <br /> Another concern expressed was the impact of the banner on businesses across <br /> County Road E. Durda reported that they had a banner on the County Road <br /> . E 3-story building for about three months, before looking into City regula- <br /> tions, and received no comments from the area businesses. <br /> Motion carried (Hicks, Hansen, Woodburn voting in favor of the motion; <br /> Sather voting in opposition) (3-1). <br /> MoDOT Request re Relocation Work - Hemline Avenue South of Floral Drive <br /> Council was referred to November 27 letter from MoDOT and to letter from <br /> Engineer Christoffersen (12/11/85) relative to relocation of two hydrants <br /> along Hamline Avenue in the State's reconstruction area. <br />
