Christoffersen said <br />he believes they are "in the ballpark". <br />Hansen said she feels we need water to fight fires; asked if another tower <br />will lower our classification and result in reduced ~n~urance rates. Liebenow <br />explained that the fire classification is one factor used by insurance com- <br />panies when analyzing individual businesses for risk. <br />Council was referred to the recommendations of the Public Works Committee <br />(minutes of 11/20/85), suggesting another opinion, in addition to that of . <br />SEH; recommending that Council move rapidly but cautiously to ensure ade- <br />quate water supply. <br />Hicks said he is not opposed to another opinion; feels Arden Hills needs <br />a tower; seems the decision for Council is a matter of size. <br />Liebenow said the critical months are June, July and August, which are only <br />critical if we have dry periods; noted that there are usually 2, 3 or 4 days <br />of extreme situation. Water storage should be designed for the peak days, <br />plus the possibility of fire. <br />Hansen noted that Arden Hills has the potential of adding the following to <br />its water system: <br />- 500+ residences currently on private wells, <br />- 300 mobile homes, <br />- large Church complex, <br />- several industrial developments, <br />- an apartment/townhouse development, <br />feels Council needs to think positively about a water tower adequate in size <br />to serve these developments. <br />Tom Mulcahy, former Councilmember, offered his observations; noted that Arden <br />Hills has been careful about the tax dollar; suggested that Council obtain <br />an assessment of needs and then determine the financing of these needs; said <br />he is not convinced we need a water tower; feels the needs are over-stated; <br />feels an up-to-date comprehensive study should be made; feels it prudent <br />to get a second opinion. <br />Mulcahy said the feasibility of a permanent pipe connection to the Shoreview <br />system should be investigated. <br />In discussion relative to how to proceed, it was noted that the data received <br />by Council is reaffirming the need for additional water storage, and Council <br />will have to find the financing for this need. Some of the matters to be <br />resolved were: <br />- Are there piping problems from Shoreview to Arden Hills for an emergency <br /> connection? <br />- Will such a connection be approved by the State Board of Health? <br />- How large a tank do we want? <br />- If another opinion is requested, how soon can it be obtained? (takes <br /> one year to build a tower). <br />- What is the time line? . <br />Liebenow and Christoffersen outlined the following time schedule: <br />- Feasibility Study - November, 1985 <br />- Public Hearing (if cost assessed) - January, 1986 <br />- Order Plans and Specifications - February, 1986 <br />- Award Contract - May, 1986 <br />- Construct April to November, 1986 <br />- Paint - Spring 1987 <br />
