Peck said he'd like a feasi- <br /> bility report prepared and the options reviewed, and the need identified. <br /> Lamb suggested the possibility of an alarm, notifying high water users to <br /> restrict their water usage during an emergency. Sather said he'd like to <br /> get a second opinion on the tower need; would like the feasibility of obtaining <br /> water from another community investigated; feels this is the quickest way <br /> to resolve the problem. Hansen said she'd like a feasibility study prepared, <br /> including optional 1 and 1-1/2 million gallon tower and covering the other <br /> options. Hicks said he'd also like a feasibility report; feels Arden Hills <br /> should be relatively independent for its water needs; noted that peak times <br /> in Arden Hills will also be peak times in our surrounding communities; feels <br /> relying on a cross-connection is not in the City's best interest. <br />. Hicks moved, seconded by Hansen, that Council authorize SEH to prepare a <br /> feasibility report for a 1 or 1-1/2 gallon water tower; feasibility to include <br /> emergency connection with Shoreview and/or New Brighton and a time schedule. <br /> Motion carried (Hicks, Hansen, Peck, Woodburn voting in favor; Sather voting <br /> in opposition). (4-1) <br /> (Anticipate report at last meeting in January.) <br /> Advance Refundin~ Bonds <br /> Council was referred to Treasurer Lamb's memo re Savings Concept (11/22/85) <br /> and to letter from Steve Mattson, Juran and Moody, Inc.(11/22/85) re $2,200,000 <br /> General Obligation Advance Refunding Bonds of 1985 City of Arden Hills, <br /> Minnesota. <br /> Mattson referred Council to the updated transaction summary (11/22/85) noting <br /> that the average coupon rate dropped to 6.455%; explained that the interest <br /> rate fluctuates and the transaction will be based on the situation on the <br /> day of sale, presently scheduled for December 3. <br /> Ted Brownell (Juran and Moody computer specialist) noted that at 6.45% interest, <br /> the net savings to the City would be $38,000 (about 1!% decrease in interest). <br /> There would be additional savings since there will be no paying agent fees <br /> for the old or new issues. <br /> Mattson said the final computer runs on the day of sale will be available <br /> to Council; stated that the City will then know "to the penny" exactly what <br /> the savings are and when they'll occur. <br /> Mattson explained that Council can make its decision on December 3. with <br /> no out-of-pocket costs to the City. <br /> Public Safety Committee Recommendations <br /> Council was referred to Public Safety Committee minutes of 11/18/85. <br /> Petition for Street Li~ht on"Arden View Court <br /> Hansen reported that the Public Safety Committee recommends Council approval <br /> of a street light for this area, with the cost of power billed to the <br /> Homeowner's Association. <br /> Public Safety Committee Chairman Timm stated that there are 162 homes in <br /> this area; estimated about 1,000 cars/day travel this road which is curved <br /> and very dark; stated it is a hazardous curve (public street and driveway <br /> intersection) . <br />. Bill Krummel, resident of the area, said the curve and intersection is <br /> worse at night; curve is hazardous even in daylight. <br /> In discussion.. it was stated that the rest of the street is well lighted <br /> with association lights. <br /> Krummel reported that the matter was brought up at a board meeting; stated , <br /> the Homeowner's ,Association is willing to be billed for the energy for the <br /> light. <br /> Hicks moved, seconded by Sather, that Council authorize the installation <br /> of the light at the location designated on the map submitted, with cost <br /> of energy billed to the Homeowner's Association quarterly. Motion carried <br /> unanimously. (5-0) <br /> . <br />
