<br /> Minutes of Regular Council Meeting, October 15 <br /> Page fOLlr <br /> Case No. 85-15, Special Use Permit for Fill - Cmiel/Heller <br /> Deferred for a month at request of Applicant. <br /> Case No. 85-11, Preliminary Plat of Northwoods and Site Plan Review - <br /> Opus Corporation <br /> Council was referred to Planning memo (9/26/85), Planning Commission minutes <br /> of 10/2/85 and to transparency of proposed Preliminary Plat of Northwoods. <br /> Miller explained that the plat consists of 4 lots, plus an outlot which <br /> will be platted in the future, when the location of the dedicated loop <br /> road is finalized; noted that the road is currently proposed on the west <br /> property line with 1/2 of the 60' width on either side of the line, Miller <br /> reported that the Planning Commission recommends approval of the Preliminary <br /> Plat with the understanding that the road will eventually loop to Red <br /> Fox Road, either on the line as proposed, if this can be accomplished, . <br /> or entirely on the Opus site. Miller noted that the loop street is con- <br /> sidered important to the development of the undeveloped land in this entire <br /> area. <br /> Bob Worthington, Opus Corporation, briefly described the Opus Corporation, <br /> its background and the locations of its many properties throughout the <br /> United States. Worthington presented brochures picturing several of the <br /> Opus properties: <br /> - Westfield Center, in Minnetonka, <br /> - Opus gateway on Highway 18, near Highway 494 and 100. <br /> - Highland Oaks and Kensington Center in suburban Chicago. <br /> - Dodge Tower in Phoenix, etc. <br /> Worthington said Northwoods is their first entry into the north region <br /> of this metro area, which he described as a planned development, phased <br /> over the next two to five years. <br /> Worthington reported that they have found poor soil conditions on a portion <br /> of the Phase I site; explained the soil conditions are cause for modifica- <br /> tion; therefore, they are not requesting building permit approval tonight; <br /> are requesting Preliminary Plat approval only tonight, <br /> Worthington explained that the 4-10t development, as proposed, will consist <br /> of two office/showroom buildings in Phase I (50% office - 50% service <br /> space) , both one-story; Building A at 50,000 square 'feet, Building B <br /> at 30,000 square feet. Worthington said Building C, Phase II, is envisioned <br /> as 100% office, possibly up to 5 stories; noted that lot 3, block 1 is <br /> to be built by others, and is envisioned as a restaurant. <br /> Worthington displayed a colored rendering of Buildings A and B (Phase <br /> I); building exteriors will be face brick. Worthington said, because <br /> of the discovery of a great deal of peat, a second on-site pond may have <br /> to be created, reducing the size of Building A, Worthington said this <br /> may change the use of Building A to 100% office; noted that they had a <br /> traffic analysis prepared, for their initial proposal, which will be modified; <br /> said he does not feel it will vary extensively from the one presented <br /> to the Planning Commission. Worthington said they would like to get under <br /> construction this year, or early next year; may go for a 3-story building <br /> for Building A (50,000 square feet), <br /> In discussion, it was asked if a temporary cul-de-sac would be needed <br /> for on-site turn-around, pending the construction of the loop road through . <br /> the outlot to Red Fox Road. Miller said he does not feel a cul-de-sac <br /> is necessary; can turn on the property, It was suggested that this on-site <br /> turning be checked with the Fire Chief to see if this is adequate for <br /> fire trucks, before Final Plat approval is requested. <br /> How the property would develop, without the 1/2 road on the adjacent property, <br /> was questioned, Worthington said he believes the proposed loop is the <br /> best way to serve the entire property; noted that Opus had thought they <br /> were going to control the whole parcel but now we don't; feels it should <br /> be a shared access. Worthington said there is room for Opus to negotiate <br /> with the adjoining developer; suggested an option could be that Opus pay <br /> for the road so we won't have to reduce our lot sizes; feels the road <br /> can work even if it is entirely on the Opus site.
