<br />/ <br /> <br />. <br /> <br />. <br /> <br />.' <br /> <br />Minutes of Regular Council Meeting, August 26, 1985 <br />Page three <br /> <br />Wilmes explained that Arden Hills' 1986 participation contribution requested <br />is $7,248 plus an additional one-time 9.5% expansion grant of $689 ($7,937). <br /> <br />Howard Sorenson, chairman of the Arden Hills Human Rights Commission, spoke in <br />favor of the Bureau; said it is a good investment, a good organization, and <br />the Human Rights Commission endorses the program. <br /> <br />In discussion, Wilmes said 9 Arden Hills adolescents were served the first half <br />of 1985, 19 by the employment program, 20 senior citizen area residents. Over- <br />lapping of services, also provided by the school districts, was queried. <br />Wilmes explained that there are limits for services provided by the schools; <br />schools do~'t have the time, money, etc. for on-going treatment. The Bureau <br />coordinates its counselling with that of the school, working with the school <br />and families. Wilmes noted that they are more successful with adolescents <br />when the family participates in the cost; explaiped that the first assessment <br />is free; families participate in cost on a sliding scale, from $0 to $30/hour, <br />based on income, for additional consultation. <br /> <br />Wilmes explained that the North Suburban Youth Services Bureau receives re- <br />ferrals from the schools, families, police and have some walk-ins of <br />adolescents seeking help. Wilmes explained that it is difficult to determine <br />what is going to be effective; some benefit from education and treatment, some <br />benefit from being incarcerated; reported that community-based programs can be <br />effective for certain offenders. <br /> <br />Wilmes reported that programs are being instigated to inform the public of the <br />services available from the Bureau. <br /> <br />Woodburn noted that the Bureau is currently a budgeted item for 1986; it is <br />recommended by the Human Rights Commission; it will be reviewed by the Finance <br />Committee for its recommendations to Council. <br /> <br />Parks and Recreation Fall Program <br />Council was referred to the 1985 Fall Program proposal, recommended for ap- <br />proval by the Parks and Recreation Committee. <br /> <br />Hansen moved its approval as proposed. Motion was seconded by Sather and <br />carried unanimously. (5-0) <br /> <br />Brighton Veterinary Hospital Request re Foster Care System for Animals <br />Council was referred to letter from Keith Hedges, Brighton Veterinary Hospital <br />(8/2/85), relative to a request received that he set up a foster care system <br />to adopt more animals from the animal control facilities, with the likelihood <br />the animals will be saved. <br /> <br />Hicks moved, seconded by Hansen, that Council support the foster care program. <br />Motion carried unanimously. (5-0) <br /> <br />Cable Communications Citizen Advisory Committee Recommendations <br />Council was referred to minutes of the Cable Communications Citizens' Advisory <br />Committee (8/15/85) re: <br /> <br />A. Recommendation for appointment to the Operations Committee of the North <br />Suburban Access Corporation <br />Hansen moved, seconded by Sather, that Council recommend Tim Byrne for <br />appointment on the Operations Committee of the North Suburban Access Corpora- <br />tion. Motion carried unanimously. (5-0) <br /> <br />B. 1986 Budget Recommendation <br />Sather reported that the Cable Committee recommends that $500 be budgeted <br />for 1986 for permanently mounted lights and a camera tripod for the Village <br />Hall. <br /> <br />McNiesh reported that it takes considerable time getting, assembling and <br />returning the lights, camera, etc. for each Council meeting, proposed <br />budget includes the purchase of a cable equipment including a camera and <br />a VCR. <br /> <br />Public Safety Committee Recommendations re Street Lights at Wvncrest Court/ <br />Hamline Avenue and Wyncrest Court cul-de-sac in Cummings Park <br />Bernie Boyer, 1259 Wyncrest Court, requested Council approval of two street lights; <br />
