<br />, <br /> <br />, <br /> <br />Minutes of Regular Council Meeting, August 26, 1985 <br />Page four <br /> <br />explained that the cul-de-sac in Cummings Park is very dark; reported there <br />have been 19 break-ins in the Wyncrest area -- all at night; reported that <br />Ramsey County Sheriff deputy recommends a light in the cul-de-sac and also at <br />the entrance to the area, at Hamline Avenue/Wyncrest Court. Boyer said that <br />no one opposes a light at either location; this was discussed and it is not a <br />problem. <br /> <br />Boyer reported that the area residents are forming a Crime Watch program. <br /> <br />In discussion, Boyer was asked if the residents will be willing to pay the <br />energy costs for the lights. Boyer asked if this has been done; noted that the <br />cul-de-sac'is a public area - not a private light, and the intersection <br />is a public road area. <br /> <br />Hicks moved to approve the street lights at the1Cummings Park cul-de-sac and . <br />Wyncrest Court/Hamline Avenue intersection. Motion was seconded by Sather. <br /> <br />McNiesh noted that there is an existing pole on Hamline, near Wyncrest Court, <br />which seems a logical place for mounting the intersection. light. It was <br />noted that the pole may have to be moved when Hamline is improved. Light <br />installations were referred to Public Works Supervisor to work out with <br />Northern States Power. <br /> <br />Motion carried unanimously. (5-0) <br /> <br />Hicks moved to ask residents benefiting from the cul-de-sac light to pay fOr <br />the cost of energy. Motion was seconded by Woodburn. <br /> <br />Sather. noted that this is an entrance to the park used by pedestrians; park <br />doesn't close until 10:00 p.m. <br /> <br />Motion did not carry (Hicks, Woodburn voting in favor of the motion; Hansen, <br />Peck, Sather voting in opposition). (2-3) <br /> <br />Resi~nation from Public Works Committee <br />Council accepted with regrets the resignation of Judy Sondag from the Public <br />Works Committee and extended their thanks for her contributions to the <br />committee. <br /> <br />Report on Public Works Committee Meetin~ of August 21 <br />Sather referred Council to the Public Works Committee minutes of 8/21/85; <br />reported that storm sewer maintenance is a problem in several areas because <br />residents have planted trees and shrubbery and, in some instances, con- <br />structed fences and structures in the easements. Sather noted that the Public <br />Works Department proposes to mark the easements and ask residents to move <br />structures and plantings as soon as possible. <br /> <br />Sather reported that the 1985 sealcoating project has been completed and a <br />new 5-year program will be prepared after an evaluation of all City streets. <br /> <br />Sather reported that the Committee proposes to drive the area, where streets <br />appear to be in poor condition, at their next meeting to determine whether <br />or not the conditions are due to poor construction. Woodburn reported that, <br />in some areas, the problem is the sub-grade conditions, not inspection or <br />construction; noted that compaction tests were taken; noted that Ingerson <br />Road is beginning to move after over 20 years. <br /> <br />Other Business <br />None <br /> <br />. <br /> <br />REPORT OF VILLAGE CLERK-ADMINISTRATOR CHARLOTTE MCNIESH <br /> <br />Purchase of Microwave Oven - Office Area <br />McNiesn reported that a microwave oven has been purchased for the office <br />employees; noted it was budgeted at $400; actual cost was $249.88, <br /> <br />Sather moved, seconded by Hansen, to approve the microwave oven expenditure. <br />Motion carried unanimously. (5-0) <br />
