<br />1". <br />r <br /> <br />. <br /> <br />. <br /> <br />... <br /> <br />MINUTES OF REGULAR COUNCIL MEETING <br />Village of Arden Hills <br />Monday, August 12, 1985 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 7:30 p.m. <br /> <br />Roll Call <br />Present: <br /> <br />- Mayor Robert Woodburn, Councilmembers Thomas Sather, Gary <br />Peck, Nancy Hansen, Dale Hicks <br />- None <br />- Engineer Donald Christoffersen, Treasurer Donald Lamb, Planner <br />Orlyn Miller, Clerk-Administrator Charlotte McNiesh, Deputy <br />Clerk Dorothy Zehm, Public Works Supervisor Robert Raddatz <br /> <br />Absent: <br />Also Present <br /> <br />Approval of Minutes ..., <br />Hansen moved, seconded by Peck, that the minutes of the Regular Council Meeting <br />of July 22, 1985 be approved as presented. Motion carried unanimously. (5-0) <br /> <br />Business from the Floor <br />None. <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br />(absent) <br /> <br />Ramsey County Block Grant ARreement <br />Council was referred to letter from Lynden (8/2/85) re: Ramsey County Joint <br />Cooperation Agreement, and to draft of Joint Cooperation Agreement which has <br />been changed to incorporate comments from various communities. <br /> <br />After discussion, Hicks moved, seconded by Sather, that Council approve the <br />Joint Cooperation Agreement, subject to approval of the City Attorney. Motion <br />carried unanimously. (5-0) Council requested a memo of understanding from <br />Ramsey County stating that it has no intention of imp1ement~ng any project <br />without the approval of the governing body of the municipality. <br /> <br />Ordinance No. 238, Repealin~ Chapter 18 of the City Code and SubstitutinR a <br />New Section DeclarinR Uninvited PeddlinR and Solicitation to be a Nuisance - <br />Final Readinll <br /> <br />Ordinance No. 238 was read in its entirety by Clerk-Administrator McNiesh. <br /> <br />Hicks moved, seconded by Hansen, that Council adopt Ordinance No. 238, AN <br />ORDINANCE REPEALING CHAPTER 18 OF THE ARDEN HILLS CODE, WHICH PROVIDED FOR <br />THE LICENSING AND REGULATION OF "PEDDLERS", AND SUBSTITUTING THEREFORE A NEW <br />SECTION 18.1 DECLARING UNINVITED PEDDLING AND SOLICITATION TO BE A <br />NUISANCE. Motion carried unanimously. (5-0) <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Improvement No. P85-1, Hamline Avenue SurcharRe: <br />Resolution No. 85-30, ProhibitinR ParkinR Between Eide Circle and Wvncrest <br />Court <br />Council was referred to draft of Resolution No. 85-30. <br /> <br />Hansen moved, seconded by Sather, that Council adopt Resolution No. 85-30, <br />RESOLUTION PROHIBITING PARKING ON HAMLINE AVENUE FROM EIDE CIRCLE TO <br />WYNCREST COURT. Motion carried unanimously. (5-0) <br /> <br />Bid Award <br />Council was referred to Christoffersen's letter of August 9, 1985 re <br />Hamline Avenue Fill Surcharge MSA 187-102-01, City Project 85-1 and to <br />tabulation of bids. <br /> <br />It was noted by Engineer Christoffersen that approval of the bid award <br />should be subject to approval of the plans by the State; to date formal <br />approval has not been received. <br />
