Minutes of Regular Council Meeting, June 24
Page four

Hicks requested that the minutes show that McGuire's proposal to the City was
that the apartment units will be converted from rental to condominiums
within a four to five year period; residents in the area prefer condominiums
to rental units; Council expects the conversion when it becomes economically
feasible.

Public Safety Committee Recommendations
Council was referred to Public Safety Committee minutes of June 17, 1985.

Request for Street Lights - 1600 Lake Johanna Blvd. and the Intersection
of Amble Road/De1lwood
Sather reported that he is familiar with both locations; both are very dark.

McNiesh reported that she was unable to reach Dr. Alper relative to the
petition from area residents, which was recommended by the Public Safety
Committee as a condition of the Committee's recommendation of approval of
the street light installation.

.

Sather moved, seconded by Hicks, that Council approve the installation of
the street light at 1600 Lake Johanna Blvd. Motion carried (Sather, Peck,
Woodburn voting in favor; Hicks voting in opposition). (3-1)

(Basis for approval was the curve of the street, history of accidents/
vandalism/burglaries in the area, and heavy use by bicyclers and joggers.)

Mr. Vee Naroyan, 1257 Amble Road, said, since the park opened, there have
been more children walking to and from the park; drivers do not realize
that Amble Road dead-ends at the park; the darkness is conducive to
burglaries in the neighborhood.

Petition from area residents has been filed.

Sather moved to authorize installation of a street light at
of Amble Road and Del1wood, based on its close proximity to
and the increased number of child pedestrians in this area.
seconded by Peck and carried (Sather, Peck, Hicks voting in
motion; Woodburn voting in opposition). (3-1)

the intersection
Cununings Park
Motion was
favor of the

Request for Dead-End Sign - Amble Road and De11wood
Hicks moved, seconded by Peck, that Council authorize the installation of a
"Dead End" sign on Amble Road at the intersection of De11wood. Motion
carried unanimously. (4-0)

Four-Way Stop Sign - County Road E/New Brighton Road
It was noted that a four-way "Stop" sign at this intersection will require
Ramsey County, City of New Brighton and City of Arden Hills approval.
It was noted that New Brighton is requesting a study of traffic accidents
and a traffic count at the intersection.

Sather said he has experienced heavy New Brighton Road traffic between
7:00 a.m. and 9:00 a.m. and between 4:00 p.m. and 5:30 p.m.; noted that,
because of Perry Park, traffic has increased between 5:00 and 9:30 p.m.
Sather noted that the traffic lanes are restricted under the railroad bridge;
feels a four-way stop at County Road E would help to slow the traffic
between County Roads D and E-2.

Sheri Koehntopp said she works at New Brighton Road and County Road E, and .
has witnessed many accidents at that corner; noted that the problem seems
to be the traffic coming onto New Brighton Road from County Road E; feels a
four-way "Stop" would alleviate the problem.

Sather moved, seconded by Hicks, that McNiesh be requested to relay Coun-
cil's and residents' concerns to the County relative to the need for
traffic control on New Brighton Road, particularly at County Road E, asking
that the County investigate the traffic situation to see if accidents and
traffic count meets its criteria for the installation of a four-way stop.
Motion carried unanimously.
