May 13 <br />Page two <br /> <br />Peck noted that he understands the lake treatment is optional; DNR can <br />put the boat access in at any time - City has no control over this aspect. <br />Hicks said it is his understanding that DNR can put in the boat launch; <br />lake treatment will be studied I if people do not want the treatment, they <br />won't do it. <br /> <br />Lynch said the residents do not oppose access for fishing boats, canoes, <br />small motor boats and sail boats by non-residents; noted that the lake <br />is too small for additional power boats; stated that 80 acres of the lake <br />is less than 15 feet deep. <br /> <br />Woodburn said he feels it is a zoning problem; stated that people bought <br />property because of the existing conditions I feels that three power boats <br />on the lake at one time is the limit for the lake. <br /> <br />Gloria Kennedv. 1280 InRerson Road, stated that the DNR said Lake Josephine ~ <br />is nota high priority lake for installation of a boat ramp. <br /> <br />Hansen said that City has no power to stop boats on Lake Johanna; said <br />she doesn't want a boat launch either; suggested that maybe a small boat <br />launch ia all rilht. <br /> <br />Gloria Kennedy said that Hansen can realize then how upset we are. <br /> <br />Hansen said she has sympathy. but a ramp on Josephine may take some of <br />the boat traffic off of Johanna. <br /> <br />Bill Klatt. 1208 EdRewater, asked the size and depth of Lake Johanna - <br />Hansen said it is about twice the size of Josephine - is 35 feet at the <br />deepest point - averages 10 to 15 feet deep. Klatt said if the boat ramp <br />is a problem on Johanna, it doesn't make sense on a smaller lake; noted <br />that six parking spaces are proposed, but we will have more boats; people <br />will drop boat off and leave with the car. <br /> <br />Hansen noted that Johanna residents asked far the Iske surface regulations <br />because of the boat ramp. <br /> <br />Bergeron said the Ramsey County'Water Patrol also polices White Bear Lake <br />during certain hours; noted they cannot guarantee they can be on hand <br />at all times when the need for assistance arises. <br /> <br />Hicks moved, seconded by Peck, that Council adopt Resolution No. 85-23, <br />apposing the public access on Lake Josephine for safety reason, <br />because of size and depth of the lake and the lack of ability <br />to control traffic; opposing the flah kl I I which I, not deemed <br />necessary; opposing treatment of the lake with calcium nitrate <br />whIch Is considered to be experimental, with no proof of Its <br />effectIveness. Motion carried unanimously. (5-0> <br />Ad Hoc Committee Appointments <br />Woodburn appointed two residents, Maurice Johnson and Thomas Lynch, and <br />two Councilmembers, Dsle Hicks and Thomas Sather, to represent Arden Hills <br />on the Rosevi1le/Arden Hills Ad Hoc Committee. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Resolution No. 85-20. APPROVAL OF PRELIMINARY LAYOUT FOR THE IMPROVEMENT <br />OF HIGHWAY 694 FROM THE WEST EXIT RAMP AT RAMUNE AVENUE TO FLORAL DRIVE <br />Christoffersen displayed the Preliminary Layout, and noted the alignment . <br />changes proposed by the State. Christoffersen indicated the curved access <br />ramp, instead of the right angle ramp, proposed by the City; noted that <br />the curve arrangement indicates a "Yield" rather than a "Stop" from 1-694 <br />at Ham1ine Avenue. Christoffersen explained that the State had a problem <br />with sight distance and prefers this alignment to the plan presented by <br />the City for approval; noted that, except for the curved access, it is es. <br />sentially the same plan. <br />
