<br />Minutes of Regular Council Meeting, May 13 <br />Page three <br /> <br />Tom Rockne said he feels the proposed layout will move the danger farther <br />down the road; why not stop for traffic on Ham1ine? <br /> <br />Hicks noted that the Council considered four alternatives and selected the <br />one it preferred. Christoffersen said the original City-designed plan was <br />rejected by the State; State proposes this plan as a better layout. <br /> <br />Hicks moved, seconded by Hansen, that Council adopt Resolution No. 85-20, <br />APPROVAL OF PRELIMINARY LAYOUT FOR THE IMPROVEMENT OF HIGHWAY 694 FROM THE <br />WEST BOUND EXIT RAMP AT HAMLINE AVENUE TO FLORAL DRIVE. Motion carried <br />unanimously. (5-0) <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />. <br /> <br />Case No. 85-4. Special Use Permit - Satellite ReceivinR/TransmittinR Dish. <br />Northwestern Col1eRe <br />Miller explained that the applicant is proposing to install two satellite <br />dishes, one for receiving and one for transmitting.. on the Northwestern <br />College campus. Miller explained that prior to recent Zoning Ordinance <br />modifications. satellite dishes were treated as accessory structures; noted <br />that the recent revisions define dishes, over 30 inches in diameter, as <br />"miscellaneous towers" requiring a Special Use Permit. Miller explained <br />that this change was made to give the City the opportunity to assess the <br />visual impact. <br /> <br />Miller reported that a Public Hearing was held by the Planning Commission <br />at which time the Commission considered the impact of the dishes on the <br />neighborhood as well as on the campus; reported that potential hazards were <br />also discussed. Miller reported that the Planning Commission recommends <br />approval of the proposed satellite dish location subject to Northwestern <br />College dropping the grade within the walled area. if feasible. to hide <br />more of the dishes; (this was preferred to a higher wall). <br /> <br />Paul Ramseyer (Northwestern College) distributed copies of a letter from <br />Racom Service Corporation (5/6/85) re Uplink Antenna Foundation Considera- <br />tions. advising that "any decrease in overall antenna height which could <br />be gained by lowering the foundation would come at the expense of future <br />flexibility should the need arise .to acquire other space craft. The letter <br />also stated that "the proposed site will afford maximum flexibility in <br />space craft arc coverage, and will be the easiest site of all considered <br />to secure and maintain". <br /> <br />Ramseyer explained that satellite up-linking has definite advantages to <br />their system; displayed an artist's rendering of the dishes as seen above <br />the 6' high brick wall (protruding about 4' above the wall). <br /> <br />Hicks asked the color of the fiberglass. Answer was diffused white - not <br />shiny. Hicks asked if the color could be changed to more closely match <br />the ~lor of the brick. Answer was that this off-white is standard for <br />light reflection; does not believe there is other diffusing-type paint. <br /> <br />Maurice Johnson. 3124 Hamline Avenue. said he has seen two dishes that were <br />a light tan color. It was surmised that the tan dishes were probably <br />receiving dishes, not up-link. <br /> <br />. <br /> <br />Sather moved. seconded by Hansen. that Council approve a Special Use Permit <br />for the receiving and transmitting satellite dishes on the Northwestern <br />College campus as requested (Case No. 85-4). Motion carried unanimously. <br />(5-0). <br /> <br />Case No. 84-21, Planned Unit Development. StaRe 1. General Plan Approval <br />North HeiRhts Lutheran Church <br />Council was referred to Planning memo (4/19/85) and Planning Commission <br />minutes (5/1/85). Miller explained that Stage 1 is in conformance with <br />the concept plan approved in August of 1984. but has been reduced to a 2.000 <br />seat worship center and support facilities (previously proposed 3.000 seats) <br />and parking for 700 cars (previously proposed 1,000 spaces). Miller reported <br />that some modifications have been made to the plans submitted for Stage <br />1; noted that the applicant has submitted a great deal of documentation <br />and a refined plan in an effort to address the concerns expressed by the <br />Planner as well as their own consultants. <br />
