Motion carried unanimously. (4-0) <br /> <br />Business From The Floor <br />None <br /> <br />Presentation of North Suburban Cable Commission RecoRnition Plaque to <br />Mary Anne LindberR <br />Cable Communication Citizen Advisory Committee Chairman William Bauer, <br />and Mayor Woodburn, presented a recognition plaque from the North Suburban <br />Cable Commission to Mary Anne Lindberg for her service to the community <br />as a member of the advisory committee which has brought cable to the commu- <br />nity. Woodburn and Bauer thanked her for her services on.the committee <br />since its inception in 1979. Lindberg accepted the plaque on behalf of <br />all the Arden Hills Cable Commission Citizens' Advisory Committee members <br />who have served with her. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Resolution 85-18 - Hamline Avenue Improvement 85-1, Phase 1 <br />Council was referred to Feasibility Report for proposed Hamline Avenue <br />Improvement 85-1, Phase I, preparing the low areas of Hamltne Avenue for <br />future construction on Hamline Avenue between STH 96 and Floral Drive. <br /> <br />Christoffersen described the two alternatives (surcharge method and replace- <br />ment method), recommended that the surcharge method be utilized. <br />Christoffersen described the relatively new surcharge technique using <br />geotextile fabric which keeps the materials separated and gives the oppor- <br />tunity to drain water through the granular material from the muck. <br /> <br />Christoffersen explained that surcharging will cause some settlement which <br />may cause damage to the street surfacing and concrete curb and gutter; <br />noted that he expects this damage to be minor; should cost less than com- <br />pletely removing the swamp material. <br /> <br />Christoffersen explained that telephone, electric and cable will be notified <br />of the surcharging; it is up to them to protect their facilities in the <br />right-of-way. Christoffersen said municipal sewer and water lines are <br />in good material -- does not believe they will be affected. <br /> <br />. <br /> <br />Christoffersen said it is possible that the improvement could be done <br />by the State contractor at the time they do the 694/Hamline portion, under <br />a cooperative agreement; noted that all upfront money would be required <br />from the City by the State if the State does the job. <br /> <br />Sather moved, seconded by Hansen, that Council adopt Resolution No. 85-18, <br />RECEIVING FEASIBILITY REPORT AND ORDERING PLANS AND SPECIFICATIONS FOR <br />IMPROVEMENT NO. 85-1, SURCHARGING OF HAMLINE AVENUE BETWEEN FLORAL DRIVE <br />AND STH 96. Motion carried unanimously. (4-0) <br />
