MINUTES OF REGULAR COUNCIL MEETING Village of Arden Hills Monday, April 29, 1985 - 7:30 p.m. Village Hall Call to Order Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 7:30 p.m. Roll Call Present: Absent: Also Present: Mayor Robert Woodburn, Counci1member Thomas Sather, Gary Peck, Nancy Hansen Councilmember Dale Hicks Engineer Donald Christoffersen, Treasurer Donald Lamb, Parks Director John Buckley, Public Works Supervisor Robert Raddatz, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm . Approval of Minutes Peck moved, seconded by Sather, that the minutes of April 2nd and 8th be approved as submitted, and the minutes of April.22nd be approved as amended. Motion carried unanimously. (4-0) Business From The Floor None Presentation of North Suburban Cable Commission RecoRnition Plaque to Mary Anne LindberR Cable Communication Citizen Advisory Committee Chairman William Bauer, and Mayor Woodburn, presented a recognition plaque from the North Suburban Cable Commission to Mary Anne Lindberg for her service to the community as a member of the advisory committee which has brought cable to the commu- nity. Woodburn and Bauer thanked her for her services on.the committee since its inception in 1979. Lindberg accepted the plaque on behalf of all the Arden Hills Cable Commission Citizens' Advisory Committee members who have served with her. REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN Resolution 85-18 - Hamline Avenue Improvement 85-1, Phase 1 Council was referred to Feasibility Report for proposed Hamline Avenue Improvement 85-1, Phase I, preparing the low areas of Hamltne Avenue for future construction on Hamline Avenue between STH 96 and Floral Drive. Christoffersen described the two alternatives (surcharge method and replace- ment method), recommended that the surcharge method be utilized. Christoffersen described the relatively new surcharge technique using geotextile fabric which keeps the materials separated and gives the oppor- tunity to drain water through the granular material from the muck. Christoffersen explained that surcharging will cause some settlement which may cause damage to the street surfacing and concrete curb and gutter; noted that he expects this damage to be minor; should cost less than com- pletely removing the swamp material. Christoffersen explained that telephone, electric and cable will be notified of the surcharging; it is up to them to protect their facilities in the right-of-way. Christoffersen said municipal sewer and water lines are in good material -- does not believe they will be affected. . Christoffersen said it is possible that the improvement could be done by the State contractor at the time they do the 694/Hamline portion, under a cooperative agreement; noted that all upfront money would be required from the City by the State if the State does the job. Sather moved, seconded by Hansen, that Council adopt Resolution No. 85-18, RECEIVING FEASIBILITY REPORT AND ORDERING PLANS AND SPECIFICATIONS FOR IMPROVEMENT NO. 85-1, SURCHARGING OF HAMLINE AVENUE BETWEEN FLORAL DRIVE AND STH 96. Motion carried unanimously. (4-0)
