<br />MINUTES OF COUNCIL WORK/STUDY MEETING <br />Village of Arden Hills <br />Monday, April 22, 1985, 7:00 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call, Mayor Woodburn called the meeting to order at 7:02. <br /> <br />Roll Call <br />Present: <br /> <br />Absent: <br />Also Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Nancy Hansen, Thomas <br />Sather, Dale Hicks, Gary Peck (about 7:15 p.m.) <br />None <br />Engineers Donald Christoffersen, Norman Hendrickson, <br />Mark Lobermeier (Short, Elliott, Hendrickson), Public Works <br />Supervisor Robert Raddatz, Treasurer Donald Lamb, <br />Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy <br />Zehm <br /> <br />. <br /> <br />Water Tower Needs Assessment - Engineer Norm Hendrickson <br />Christoffersen reported that the government has not indicated further interest <br />in the City furnishing water to the TCAAP; has indicatted that the up-front <br />money may not be acceptable (1/3 of the capital cost of constructing facilities <br />to accomplish the furnishing of said water), and a user cost of 1.2 times <br />water rate in effect (currently $1.10 per thousand gallons). <br /> <br />Hendrickson referred Council to his presentation of a year ago (6/29/84) <br />relative to the City's needs and the reasons why additional water storage <br />is needed. Hendrickson explained that the situation in Arden Hills has not <br />changed appreciably since the report was prepared. <br /> <br />Hendrickson reviewed the Roseville/Arden Hills water system; reported that <br />the Roseville booster station is capable of pumping in excess of the Roseville/ <br />Arden Hills fire demands as recommended by Insurance Services. Hendrickson <br />explained that insurance rates are based on the City's rating class (currently <br />Arden Hills is Class 6); noted that cities are not required to provide for <br />fire demands. <br /> <br />Hendrickson referred Council to a chart showing peak hour daily consumption <br />on a high consumption day (8/6/83); noted that Arden Hills' estimated con- <br />sumption, based on the 6,350 population figure, was 1,682 M gallons (15.2% <br />of the Arden Hills/Roseville combined consumption). Hendrickson said a <br />1 M gallon tank is needed to provide for the recommended fire demand; explained <br />that sufficient storage of water for the City's daily needs, peak hour needs <br />and fire demand are the reasons an additional storage tank is needed; noted <br />that a 1.5 M gallon tank is needed if the TCAAP is to be furnished water. <br /> <br />Hendrickson explained that Roseville has one 1.5 M gallon storage tank; Arden <br />Hills is served from Roseville from this reservoir, and the Roseville pump- <br />ing station; Arden Hills has a pumping station on Grey Fox Road and Dunlap <br />which pumps the water to the Arden Hills' 500,000 gallon storage tank. <br /> <br />Graphs showing project daily water consumption from 1980-1998 on an average <br />day, maximum day and peak hours were compared with projected maximum daily <br />water consumption, plus fire demand and maximum day, plus fire demand with <br />Arsenal connected. <br /> <br />. <br /> <br />Hendrickson reviewed his water storage study based on records of August 6, <br />1983; reviewed the water storage situation in Roseville and Arden Hills if <br />the Roseville booster station has a complete power failure. Hendrickson <br />reported that Northern States Power has recently been requested to, and has <br />agreed to, install equipment at the Roseville booster station that should <br />almost eliminate the chance of a power failure. <br /> <br />Hendrickson explained that Arden Hills should furnish water storage for peak <br />hour consumption; noted that if a maximum fire demand occurs at peak hour <br />consumption, Arden Hills may run out of water. If Arden Hills adds aIM <br />gallon storage tank it would have a fire reserve of 540,000 gallons on a maxi- <br />mum day. <br />
