<br />. <br /> <br />Minutes of Regular Council Meeting, March 25, 1985 <br />Page two <br /> <br />Christoffersen noted that he does not have the necessary easements to date, <br />but does not anticipate problems relative to the easements; noted that one <br />of the tower guy posts is within a proposed easement for the interceptor; <br />easements do not affect the McGuire project tBussard property). <br /> <br />DesiRnation of Additional State Aid Roads <br />Council was referred to Christoffersen's letter of 3/21/85 and attached drawing <br />of proposed 1.37 miles of additional MSA street, for Council's consideration. <br /> <br />Hicks moved, seconded by Hansen, that Council adopt Resolution No. 85-15, <br />DESIGNATING 1.37 MILES OF ADDITIONAL ROADWAY TO THE CITY'S MSA SYSTEM (ATTACHED <br />PROPOSED MSA ROUTE). Motion carried unanimously. (5 - 0) <br /> <br />(Christoffersen to determine if turns onto Snelling Avenue can be controlled <br />if designated as a MSA road.) <br /> <br />. <br /> <br />REPORT OF PUBLIC WORKS SUPERINTENDENT ROBERT RADDATZ <br /> <br />Cost Estimate - Temporary RiRht Turn Lane. Hamline Avenue/STH 96 <br />Council was referred to Raddatz's memo re Right Hand Turn Lane, Hamline and <br />Highway 96, and to chalk board drawing of the existing Hamline right-of-way <br />conditions, and the proposed temporary right turn lane, which he estimated <br />could be constructed by City personnel (about 100 hours) and $1,000 - $2,000 <br />(gravel and asphalt), can utilize excess peat mix available to City for road <br />slopes and parks. <br /> <br />Raddatz noted that an existing gate valve and telephone pole will have to <br />be relocated, and a permit for the construction will be needed from MnDOT <br />(STH 96 right-of-way). <br /> <br />After discussion, Hicks moved, seconded by Sather, that Council authorize <br />Public Works Superintendent Raddatz to proceed with the construction of the <br />temporary right turn lane on Hamline at STH 96 as per memo. Motion carried <br />unanimously. (5 - 0) <br /> <br />. <br /> <br />1985 Street SweepinR <br />Raddatz reported that New Brighton will enter into a contract for Arden Hills <br />street sweeping in 1985 using the same contract as in 1984, except the hourly <br />equipment rate would be increased from $35 per hour to $37 per hour (about <br />a 6% increase over 1984). Raddatz said he recommends contracting for street <br />sweeping; suggested Council may wish to consider a longer term contract; sug- <br />gested Council may also want to check spring and fall street sweeping; noted <br />that New Brighton has two sweepers and can provide "spot sweeping" through- <br />out the year, if needed. <br /> <br />McNiesh reported that $4,000 was budgeted for 1985 Street Sweeping; cost for <br />spring sweeping in 1984 was $3,500. <br /> <br />Hansen moved, seconded by Peck, that Council authorize execution of the Arden <br />Hills/New Brighton Street Sweeping Contract for 1985 spring sweeping of Arden <br />Hills streets as described by Raddatz. Motion carried unanimously. (5 - 0) <br /> <br />Temporary Summer Employee Needs <br />Raddatz suggested the hiring of three persons as temporary summer Public Works <br />Department employees in 1985. (Names of individuals to be hired will be provided <br />to Council at a later date.) <br /> <br />. <br />. <br /> <br />Hansen moved, seconded by Hicks, that Council authorize the hiring of three <br />temporary summer Public Works Department employees for 1985, as described <br />to Council. Motion carried unanimously. (5 - 0) <br /> <br />Recommendation - VillaRe Hall Telephone System <br />Raddatz reviewed the recommendation of the Public Works Committee and the <br />costs for the recommended fourth rotary line; noted that a revised system <br />(touch tone, instant recall, etc.) is not recommended at this time; existing <br />phones are adequate. <br />
