<br />, <br /> <br />, <br /> <br />Minutes of Regular Council Meeting, March 11, 1985 <br />Page two <br /> <br />Spring Program Proposal <br />Council reviewed proposal as submitted, noted fewer co-rec activities, no <br />other significant changes. Motion was made by Sather, seconded by Peck, <br />that Council approve the Parks and Recreation Department's Program for the <br />Spring of 1985. Motion carried unanimously. (5 - 0) <br /> <br />1985 Diseased Tree Removal Contract - Advertisement for Bids <br />Park Director is recommending the same contract form as used in 1984. Council <br />noted that majority of trees were not removed by Village contractor in 1984; <br />noted all costs incurred by City are reimbursed by property owners; only City <br />contribution is Mr. Winkel's time and labor, and the cost of removal of <br />diseased trees in parks. <br /> <br />Motion was made by Hicks, seconded by Sather, that Council approve Advertis- <br />ing for Bids for Diseased Tree and Stump Removal contract. Motion carried <br />unanimously. (5 - 0) <br /> <br />. <br /> <br />Request for Peddler's Permit - Henry Morton <br />Approval of this permit was tabled at February 25 meeting pending (1) Attorney's <br />opinion re grounds for disapproval of permit. and (2) applicant's showing <br />proof of adequate insurance coverage. Mr. Morris showed Council copies of <br />product liability insurance policy, policy covering teenagers employed by them, <br />and insurance coverage of the business, and said they intend to canvass Village <br />approximately every three months. <br /> <br />In response to further Council questions, Mr. Morris (representing Mr. Morton) <br />stated that company has been in business 27 years, providing teenagers with <br />an opportunity for after-school employment, as well as profit for the company; <br />use only point-of-sale method. Company attempts to teach teenagers responsi- <br />bilities. instill goals, teach money handling and job skills; utilizes an <br />incentive system that he emphasized was based more on achievement of these <br />skills than actual number of sales. Typically a teen would work from 5:00 p.m. <br />to 8:00 p.m. two to three times weekly. Age range of employees is 14 years . <br />and up; average length of employment probably six months. <br /> <br />Motion was made by Hicks, seconded. by Hansen, that Council grant Henry Morton <br />a peddler's permit for the period of one year, pending receipt of necessary <br />insurance documents. Motion carried unanimously. (5 - 0) <br /> <br />In further discussion, it was noted that Ordinance does not appear to be <br />clear as to whether permit is granted to individual, or to company, or whether <br />Resolution stating fee of $25 for this permit means "per individual" or "per <br />company". Council requested McNiesh seek clarification of this issue from <br />Attorney Lynden. <br /> <br />Finance Committee Recommendation for Auditor <br />Finance Committee has recommended that an Invitation for Proposal for Auditor <br />for 1985 accounts be prepared and sent to six to eight firms; that the two <br />or three most qualified then be interviewed. City has employed present <br />auditor over ten years. Rationale for Finance Committee recommendation is <br />that, while there are advantages in maintaining continuity, there have been <br />personnel changes in present firm destroying some of that continuity, and <br />there are also advantages in obtaining a fresh outlook and viewpoint. Con- <br />tract is awarded for a one year period. Council concurred that present <br />auditor should be invited to submit a proposal. <br /> <br />. <br />. <br /> <br />Motion was made by Hicks, seconded by Sather, that Council request the Fi- <br />nance Committee to solicit proposals for potential auditors, complete the <br />process, and present recommendation for 1985 auditor to Council by June 15, <br />1985. Motion carried unanimously. (5 - 0) <br /> <br />(Council members may wish to suggest names of potential auditors and may . <br />wish to participate in final interview process.) <br />
