They are proposing that their <br />construction of a small park on this property, including ponding area, <br />fountain and park benches be considered their entire dedication for this <br />area. Council noted this is something they planned to construct as part of <br />their site plan, primarily for the benefit of future tenants. <br /> <br />In discussion, Council noted that: the ponding on the site is not used <br />by other Village areas for drain-off, sentiments were expressed for reasona- <br />ble cash settlement. Hicks stated he sees no rationale in using lower <br />percentage dedication for businesses than for residential. Council consensus <br />was to negotiate for a cash settlement in lieu of land, of not less than 77. <br />(107. less 37. credit for ponding area). <br /> <br />OTHER BUSINESS <br /> <br />DORS. RunninR at LarRe <br />Hansen noted a number of dogs running, unleashed, in Lake Johanna area. <br />McNiesh will arrange for increased amount of patrolling in this area by CSO <br />officer. <br /> <br />Finance Committee Report <br />Peck reported the Finance Committee is continuing to research licenses and <br />permits; one city, North St. Paul, is developing formula for basing amount <br />of license or permit on actual costs to the Village in administration, police <br />and fire protection, etc; this committee will be looking at their report <br />when completed. McNiesh said Sheriff's Department will provide data on <br />number and nature of police calls made to various business addresses, to <br />partially determine costs of administering licenses and permits. <br /> <br />Chamber of Commerce <br />Sather reported he had attended new member breakfast; discussed trade shows <br />sponsored by this group; suggested Arden Hills Parks Department may wish to <br />arrange a display at one of these shows. illustrating activities available <br />through that department. <br /> <br />Parkway ad hoc Committee <br />This group has held its final meeting; Planner Miller's report wil be <br />forwarded to Planning Commission and Parks and Recreation Committee for their <br />review and eventual recommendation to Council for approval. Included in this <br />will be a proposed amendment to Comprehensive Plan, Transportation Section. <br /> <br />Cable Committee <br />Committee would like to video-tape future Council meetings for later viewing <br />on government access channel; is urging as much usage as possible of this <br />channel to deter any proposals from Group W to discontinue offering it. <br /> <br />Update, Fire Department Negotiations <br />Land Purchase Agreement, approved by Council at its February 25th meeting, <br />did not go to the Fire Department at its March 5 meeting due to Shoreview <br />Council change: In Section E, Reversion After Fifteen (15) Years. add <br />...if the Fire Department terminates its participation in the fire protection <br />agreement with the Cities; if the Fire Department dissolves, or if the Fire <br />Department discontinues its operation of the Fire Station on the subject <br />property. . . " <br /> <br />Hansen moved Council accept this reV1S10n in the contract, as stated, to <br />coordinate with Shoreview's document. Motion was seconded by Hicks, <br />carried unanimously. (5 - 0) <br /> <br />Council briefly discussed costs incurred by Shoreview for the audit report <br />on the Firemen's Benefit Unfunded Liability. and took the matter under <br />advisement. <br />
