'-- <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Status of Hamllne Avenue Improvement <br />Christoffersen reported that the proposed plan for the Improve- <br />ment of Hamllne Avenue, south of Floral Drive to 1-694, have <br />been reviewed by the State; advlsed'the District Is making some <br />changes; reported that there Is concern that the project may <br />not get under construction this year, as planned, because of <br />the time It may take to obtain State approval. <br /> <br />Christoffersen displayed the proposed Improvement plan: explain- <br />ed that the district engineers are considering elimination of <br />the acceleration lana. retaining the paved shoulders, and making <br />a ramp configuration change. Christoffersen reported that the <br />Stete wants the City to cerry the contractor (front money); . <br />State wi II reimburse the City and supervise the work. <br /> <br />In discussion, It was noted that a remp change was also proposed <br />east-bound onto 1-694 from Hamllne. Christoffersen reported <br />that the State suggests that this change not be attached to this <br />project. but to an '86 contract. <br /> <br />Sather' reported that the Parkway Study Committee envisions <br />Hamllne Avenue as a potential parkway; said he does not see <br />that the proposed plan con.tltutes e "parkway". Christoffersen <br />explained that the street Improvement must meet Stete Aid guide- <br />lines In order to qualify for State Aid funding. It was noted, <br />also, that Hemline Avenue residents heve requested turn-lanes: <br />situation Is different from that of Theodore Worth Parkway, <br />where the,.. Is Ilml ted IIccess/egress. <br /> <br />ChrIstoffersen suggested that lendsceplng could be provided <br />along the roedway edges; the street wIdth proposed Is needed to <br />provide for turns. It was noted that Councl I has already made <br />a preliminary decision relatIve to the Hamllne Avenue Improve- <br />ment. <br /> <br />Christoffersen explained that the swamp areas along Hamllne <br />Avenue should be surcharged for 1-2 years prior to construction; <br />would like surcharge materiel In place thIs year: reported that <br />there Is no Justification for semaphores et the south end of <br />Hamllne, but feels they wi I I soon be considered Justifiable at <br />Highway 96 and HemlIne. <br /> <br />Christoffersen was requested to proceed with a detailed report <br />relative to provision of a right-turn lane at Hamllne and High- <br />way 96. <br /> <br />Status of, New Brighton Interceptor <br />Christoffersen Indlceted the proposed location of the sewer, <br />fol lowing the east/west waterline easement along the common <br />Winiecki/Bussard property line, west from Old Highway 10 to <br />Its connection to the New Brighton Interceptor at 35W: explained <br />that the proposed sewer would have sufficient capacity to serve <br />the north area of the City, Including the arsenal; explained <br />that the sewage pumping station (No. 10) on Old Highway 10 would <br />be eliminated. <br /> <br />. <br /> <br />Christoffersen explained that the alternative to the Intercep- <br />tor Is to reconstruct the sewers to the south, which 15 more <br />costly. <br /> <br />Christoffersen Indicated en alternative route for the proposed <br />sewer line, following the low land through the properties; 'noted <br />thet this Is not deslreble for the property owners because It <br />splits the properties. <br /> <br />-2- <br />
