Treasurer Donald Lamb (about <br /> 8:45 p.m.), Deputy Clerk Dorothy Zehm <br /> . <br /> AlProval of Minutes <br /> H cks moved. seconded by Mulcahy, that the minutes of the October <br /> 29th and November 5th Council Meetings be approved as submitted. <br /> Motion carried unanimously (5-0). <br /> Business from the Floor <br /> None <br /> Oath of Office - Councilwoman Nancy K. Hansen <br /> Mayor Woodburn administered the oath of office of Councilmember to <br /> Nancy K. Hansen and presented her with a Certificate of Election <br /> for term ending December 31, 1986. <br /> Donation for Cre eau Nature Preserve from Arden lIills Shoreview <br /> North Oa s Chamber of Commerce <br /> Steve Carlson presented a check in the amount of $750 to the City <br /> for use in development of the Crepeau Nature Preserve. <br /> Mayor Woodburn accepted the check on behalf ~f the City Council. and <br /> thanked Steve and the Chamber of Commerce Arden Hills Fall Festival <br /> Committee for its contributions to the development of Crepeau Nature <br /> Preserve. <br /> REPORT OF PLANNER ORLVN MILLER <br /> Case No. 84-30, Site Plan Review - Medical/Dental Clinic, Ospina/ <br /> Anderson <br /> Council was referred to a t~ansparency of the proposed site plan, to <br /> Planning memo (10/30/84), Board of Appeals Report (11/3/84) and to <br /> Planning Commission recommendations (Minutes of 11/7/84). <br /> Miller noted that Council granted approval of setback variances, in <br /> 1978, for a two-story office structure on this parcel, allowing a <br /> 10' sideyard and 5' rearyard (10' + 15' variances), based on poor <br /> soil conditions; noted that the current application is for a I-story <br /> office structure, in approximately the same location on the site, <br /> -- requesting a 10' sideyard and 10' rearyard (20' setbacks req~ired). <br /> Miller reported that various siting options were investigated; feels <br /> the building in the proposed location is preferable to other alter- <br /> natives, all of which would require greater encroachment into the <br /> poor soil portion of the site. <br /> Miller reported that the Board of Appeals and Planning Commission <br /> recommend approval of the two 10' setback variances. Miller <br /> explained that surface drainage from the site currently is to the <br /> southwest, across the Steak Inn parking lot, to a ditch along <br /> Highway 51, and eventually to Lake Johanna; noted that with <br /> development of the site, this drainage will increase; noted that <br /> he and the City Engineer are a little nervous about storm water from <br /> one site crossing another; therefore want an agreement from Steak <br /> Inn allowing the drainage from this site to continue to cross the <br /> \_/- <br /> " <br />
