Minutes of Special Work/Study Council Meeting Village of Arden Hills Monday, November 5, 1984 - 7:00 p.m. v.tllage Hall Ca1J. to Order Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 7:14 p.m. Roll Call Preaent - Mayor Robert Woodburn, Councilmembers Dale Hicks, Nancy Hansen, Thomas Mulcahy, Kathleen Rauenhorst Also Present - Bond Counsel Thomas Deans, Treasurer Donald Lamb, Orlyn Miller, City Planner .. Discussion on guidelines for industrial revenue development bonds: Thomas Deans reviewed in detail the industrial revenue financing poli~y and procedural manual for the Arden H11~s Business Center. This do~~ent had been prepared by Peter Popovich, former bond coun- ael, and presented to the City Counc11 at an earlier date. Much discussion centered upon the a) philoaophy and policy of industrial revenue bonds; b) costs involved; c) potential of city liability; d) adminiatrative fees; e) application fees. Thomas Mulcahy recommended that the council needed to make a deciaion on whether or not they were in favor of industrial revenue bonds and, if ao, should draft guidelines that demonstrate that. Ha stated that he felt the guidelines proposal before the council was very negative. Nancy Hansen and Dale Hicks expressed their opinions that guidelines would be helpful to city administrative personnel, as well as poten- tial applicants. It was the consensus of the council and the recommendation made to Thomas Deans that he revise and redraft the proposed guidelines in light of discussions that have been held and present these to the council for action at a later meeting. Discussion on recommended amendments to the zoning ordinance: Orlyn Miller, City Planner, reviewed the recommended amendments to the zoning ordinance.
