<br /> Minutes of Special Work/Study Council Meeting <br /> Village of Arden Hills <br /> Monday, November 5, 1984 - 7:00 p.m. <br /> v.tllage Hall <br /> Ca1J. to Order <br /> Pursuant to due call and notice thereof, Mayor Woodburn called the <br /> meeting to order at 7:14 p.m. <br /> Roll Call <br /> Preaent - Mayor Robert Woodburn, Councilmembers Dale Hicks, Nancy <br /> Hansen, Thomas Mulcahy, Kathleen Rauenhorst <br /> Also Present - Bond Counsel Thomas Deans, Treasurer Donald Lamb, <br /> Orlyn Miller, City Planner <br />.. Discussion on guidelines for industrial revenue development bonds: <br /> Thomas Deans reviewed in detail the industrial revenue financing <br /> poli~y and procedural manual for the Arden H11~s Business Center. <br /> This do~~ent had been prepared by Peter Popovich, former bond coun- <br /> ael, and presented to the City Counc11 at an earlier date. Much <br /> discussion centered upon the a) philoaophy and policy of industrial <br /> revenue bonds; b) costs involved; c) potential of city liability; d) <br /> adminiatrative fees; e) application fees. <br /> Thomas Mulcahy recommended that the council needed to make a deciaion <br /> on whether or not they were in favor of industrial revenue bonds and, <br /> if ao, should draft guidelines that demonstrate that. Ha stated that <br /> he felt the guidelines proposal before the council was very negative. <br /> Nancy Hansen and Dale Hicks expressed their opinions that guidelines <br /> would be helpful to city administrative personnel, as well as poten- <br /> tial applicants. <br /> It was the consensus of the council and the recommendation made to <br /> Thomas Deans that he revise and redraft the proposed guidelines in <br /> light of discussions that have been held and present these to the <br /> council for action at a later meeting. <br /> Discussion on recommended amendments to the zoning ordinance: <br /> Orlyn Miller, City Planner, reviewed the recommended amendments to the <br /> zoning ordinance. After discussion council requested Orlyn Miller <br /> revise ordinance according to council discussion and resubmit it for <br /> approval. <br /> adjourned at 10:27 p.m. <br /> .
