Motion <br /> carried unan Imous Iy. (4-01 <br /> Business from the Floor <br /> None. <br /> Industrial Revenue Development Bonds for Routhe Animal Hospital <br /> Ratt fy Chanqe In Date for Public Hearing <br /> Hansen moved, seconded by Mulcahy, that the date for <br /> public hearing be changed to Novembe r 8, 1984 at 8:30 p .mot <br /> at the V I II age Ha I I . Motion carried unan Imous Iy. (4-01 <br /> Joint Powers Aqreement <br /> Councl I was referred to drafts of Joint Powers Agreement <br /> Between the City of Vadnais Heights and the City of Arden <br /> H I II s, and to Resolution Approving Joint Powers Agreement, <br /> for consideration. <br /> Bond Counsel Deans reported that Vadnais Heights I s <br /> willing to enter Into a joint powers agreement with Arden <br /> HI lis to make available the sum of $400,000 from Vadnais <br /> Heights' allocation so that Arden HI I Is can Issue Its <br /> IDRBs In the amount of $400,000 for the animal hospital <br /> project. <br /> Deans explained that Routhe wi I I pay a II City costs; <br /> explained that at the time of closing on the bonds, <br /> Arden Hills will pay VadnaIs Heights $4000 Administrative <br /> fee (1% of entltlementl. Deans noted that Vadnais Heights <br /> has this Administrative fee I n place - Arden H I I I s does <br /> not have a fee In place at this point. If the bonds are <br /> issued, the $4000 application fee Is returned and the <br /> $4000 Vadnais Heights administration fee Is retained by <br /> Vadnais Heights. The State will stili have to approve <br /> the project; Routhe w I II st III have to put together the <br /> private f I nancl ng, p rob ab I y a sin g Ie note. I f the Joint <br /> Powe rs Agreement is approved, Routhe's project would not <br /> have to b~ processed In the competitive pool. Oeans saId <br /> State Is taking stance that since we did not have the <br /> . public hearing by October 20th, they are not accepting <br /> application for the competitive pool at this point; It <br /> Is unclear what happens I f no one uses the allocations; <br /> he noted it Is a pool of allocations, not a pool of money. <br /> Hicks suggested that It might be useful to talk now about <br /> an Administrative fee that Arden Hills might charge. Wood- <br /> burn noted that this discussion was P re v Iou sly scheduled <br /> for the study meeting on November 5th. Hicks suggested <br /> that, whether or not Arden Hills tacks on a fee, may <br /> determine whether Routhe proceeds or not. <br /> .; , <br /> ,llJ <br />
