<br />.. .. <br /> <br />Minutes of Regular Council Meeting October 29, 1984 <br />Page two <br /> <br />Deans noted that application and administrative fees <br />vary; reported his firm had previously submitted some <br />guidelines complied by Juran and Moody for consideration; <br />noted that there Is a maximum fee obtainable under arbi- <br />trage limitations. Deans noted that Arden Hills has a <br />project proceeding: has no fee In place now; If fee Is <br />added, project may not be feasible. <br /> <br />Deans explained that a $4000 application fee to the State <br />plus a $4000 administrative fee to Vadnais Heights, plus <br />payment of fees to Briggs and Morgan and Deans (Knutson, <br />Flynn & Hetland) are all paid by Dr. Routhe, plus any <br />costs Incurred by Arden Hills: noted that I f the bonds <br />are Issued, al I fees are paid out of the bond issue. <br /> <br />Routhe acknow ledged that the Council's concerns are. vall d; . <br />explained that this Is the "bottom line" to make the <br />project feasible (Vadnais Heights/Arden HI I Is Joint Agree- <br />ment). Routhe said he makes his charges for services <br />rendered: felt a fee to the City would be similar. <br /> <br />It was the general consensus of Council that the discus- <br />sion of fees should be postponed to the study meeting on <br />November 5th: the City should have Its costs reimbursed, <br />and City should consider an administrative fee. <br /> <br />Mulcahy moved, seconded by Hicks, that Council adopt <br />Resolution Approving Joint Powers Agreement Between The <br />City Of Vadnais Heights And The City Of Arden Hills. <br />Motion did not carry (Mulcahy, Hicks voting In favor of <br />the motion: Hansen, Woodburn voting In opposition). (2-2) <br /> <br />Hansen said she Is not convinced there Is a need for a <br />veterinary clinic In Arden Hills; noted that she has re- <br />ceived adverse comments from some residents and neighbors <br />who feel there Is not a real need In Arden Hills for a <br />veterinary hospital, and that It Is not an appropriate <br />use of I ORBs. <br /> <br />Mulcahy said he feels It Inappropriate, prior to the <br />public hearing, to al low views of others to sway your vote. <br /> <br />Routhe said he feels It undemocratic to not al low free <br />enterprise to exist because of word of mouth from other <br />veterinarians that there Is not a need. Routhe said he <br />feels It Is especially unfair from someone in the same <br />profession; feels he should have the same opportunity <br />to start a busIness; stated that If It falls, It Is his <br />business. <br /> <br />Hansen said her concern is whether this Is an appropriate <br />use of City money and for this land. <br /> <br />Woodburn said the funding represents a competitive ad- <br />vantage over other people; It Is not free enterprise; <br />It adds 4 jobs in Arden Hills, possibly taking 4 jobs <br />from another community. <br /> <br />Mulcahy said he feels the doctor has every right to apply . <br />for the funding; feels that the City has a right, and <br />should use this vehicle, for certain sites: noted that <br />the City has made a preliminary determination to approve <br />the site and the use of IDRBs: feels It should, therefore, <br />go forward. <br /> <br />Woodburn said he voted In opposition tonight because Deans <br />told us that If the City Is not going to go ahead, then <br />Routhe should know this now so as not to Incur more expense; <br />asked If approval Is not given before October 31st, what <br />happens? Deans said he could not answer. <br /> <br />No further Councl I action was taken. <br />
