<br />. <br /> <br />. <br /> <br />.~ <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, September 24, 1984 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called <br />the meeting to order at 7:40 p.m. <br /> <br />Roll Call <br />Present <br /> <br />- Mayor <br />Nancy <br />(7:45 <br />Absent - None <br />Also Present - Clerk Administrator <br />Oonald Lamb, Deputy <br /> <br />Robert Woodburn, <br />Hansen, Kathleen <br />p.m.) <br /> <br />Councilmembers Dale Hicks, <br />Rauenhorst, Thomas Mulcahy <br /> <br />Charlotte McNiesh, Treasurer <br />Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />Hansen moved, seconded by Rauenhorst, that the Minutes of <br />August 27th and September 10th be approved as amended. Motion <br />carried unanimously. (4-0) <br /> <br />Business from the Floor <br />None <br /> <br />Arden Oaks Park - Schedule for Grading and Seeding <br />Council was referred to McNiesh's memo (9/20/84) which Woodburn <br />read, reporting that developer Marcel Eibensteiner plans to <br />finish grading the park when he is grading Royal Hills North; <br />said park grading will be completed by October 15th. <br /> <br />Memo also reported that the Arden Oaks residents would like to <br />have a play structure installed in 1985 rather than in 1986, as <br />currently scheduled. <br /> <br />Steve Warner, 1444 Arden Oaks Court, said he, his wife Anita, and <br />two children live in Arden Oaks; were promised that a park would <br />be graded and seeded, and it has not been completed to date. <br />Warner reported that 2 4-wheel vehicles were in the park area on <br />the weekend, digging up the park area, scattering clay allover <br />the road; reported that the police were called, but the damage <br />had been done, and the vehicles were gone by then. <br /> <br />Grant Wishart, 1424 Arden Oaks Drive, asked if penalties or fines <br />can be levied to enforce getting the grading done by October 15th. <br />Woodburn reported that the developer has been reliable; noted <br />that contract would have to be reviewed, but is not sure City <br />can enforce the grading until development is complete. <br /> <br />(MUlcahy arrived at meeting - 7:45) <br /> <br />Rauenhorst suggested that a letter from the City be sent to <br />Eibensteiner, requesting completion of the grading by October 15th. <br /> <br />Don (inaudible) said Marcel has given his word before; Council <br />is aware of the park problem; noted that there are piles of dirt <br />allover the place; reported that the residents want it to look <br />nice by spring of 19B5; requested that money be allocated for <br />this park by 1985. <br /> <br />Hansen reported that the Parks Committee made no commitment to <br />the residents; want Council to encourage the dirt removal by <br />October 15th. <br /> <br />Hicks explained that the original proposal was to grade the park, <br />not to remove dirt; asked the residents if grading only would be <br />acceptable. Residents present said they want the djrt removed, <br />park graded and seeded; would like a play structure in 1985, <br />noting that there are about 20 children under the age of 6, in <br />the area. <br />
