<br />Minutes of Regular Council Meeting <br />Monday, September 24, 1984 <br />Page Two <br /> <br />Council concurred to: <br /> <br />1. Request the developer to complete the dirt remova1~ <br />grading .. I of the park area by October 15th. <br /> <br />2. Refer resident request for a play structure in 1985 <br />to the Parks Committee to re-evaluate its 1985 <br />priorities. <br /> <br />3. Request contractors working in the area to keep the <br />streets clean. <br /> <br />Finance Committee Recommendations: <br /> <br />License and Permit Fees <br />Council was referred to recommendation of the Finance <br />Committee (Minutes of 9/20/84) that licenses and fees re- <br />main as they are; Finance Committee will reconsider fee <br />structure for all licenses for 1986. <br /> <br />In discussion, Mulcahy asked if there was Council support <br />for his view to reduce the number of required licenses. <br />Rauenhorst said she feels Council should rely on Committee <br />recommendations. Hicks said he favors simplifying the <br />license structure, but supports leaving them as they are <br />this year. It was noted that the licenses and fees were <br />compared with a large number of cities when fees were <br />adopted for 1984. <br /> <br />The consensus of Council was to leave the fees as they are <br />for 1985. <br /> <br />(Mulcahy urged Finance Committee's in depth reconsideration <br />of the license structure and its recommendations for Council <br />consideration.) <br /> <br />1985 Proposed Budget <br />Council was referred to budget modifications by the Finance <br />Committee. <br /> <br />In discussion, it was noted that the Human Rights Commission <br />favors funding the YSB in 1985; Finance Committee favors the <br />funding outside the levy limit. Hicks supported the funding <br />outside the levy limit. Mulcahy requested a legal opinion <br />from Lynden re appropriateness of funding outside the levy <br />limit; feels uncomfortable about this. <br /> <br />McNiesh explained that YSB is eligible under matching funds <br />program and may be funded outside the levy limit; will obtain <br />a legal opinion. <br /> <br />In further discussion, it was noted that the Finance Committee <br />suggests that some of the Shade Tree money be used for re- <br />forestation, possibly eliminating one inspection. <br /> <br />Special Council Meeting <br />Rauenhorst moved, seconded by Hicks, that a Special Council <br />Meeting be scheduled on October 1st, at 5:30 p.m. to finalize <br />the 1985 Budget and other urgent items. Motion carried <br />unanimously. (5-0) <br /> <br />(Hicks will be absent on October 1st; reported he has no <br />problems with the budget as proposed.) . <br /> <br />Public Hearing - Proposed Use of Federal Revenue Sharing Funds in <br />1985 General Fund Budget - 8:00 p.m. <br />Woodburn opened the Public Hearing at 8:05 p.m. and Deputy Clerk <br />Zehm verified publication of the Notice of Hearing in the New <br />Brighton Bulletin on September 19th; reported that no written or <br />telephone comments have been received. <br /> <br />-, <br /> <br />. <br /> <br />. <br />
