Motion carried unanimously. <br />(4-D) <br /> <br />8usiness from the Floor <br />None <br /> <br />REPORT <br /> <br />OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Resolution No. 84-27, Establishing Width and Traffic Lanes of <br />Hamline Avenue <br />Engineer Christoffersen reported that SEH prepared several alter- <br />nat ives to improve t ra ffi c flow a t the north end of the interchange <br />of 1-694 and Floral Drive for MN Dot review; reported that MN Dot <br />has requested that the City determine the ultimate design of <br />Hamline Avenue from County Road F north to Highway 96 so tbe proper <br />transition from the interchange to Hamline Avenue can be constructed <br />and paid for by MN Dot. <br /> <br />Glen Van Wormer referred to transparencies of four basic alternatives <br />which included: <br /> <br />A. 36' wide roadway with 2 12' driviRg lanes and 2 6' <br />shoulders. <br />8. 44' wide roadway with 2 12' driving lanes and 2 10' <br />lanes to be used for parking or by-passing of left turn <br />vehicles. <br />C. 46' wide roadway with 2 12' driving lanes, a center <br />2-way left turn lane and 2 4' shoulders. <br />D. 5~' wide roadway with 2 12' driving lanes, a center <br />2-way left turn lane and 2 7' shoulders. <br /> <br />(Rauenhorst arrived at meeting at 7:38 p.m.) <br /> <br />Van Wormer noted that there are a number of concerns which should <br />be addressed; explained that the major concern is developing <br />adequate roadway capacity for the traffic volumes anticipated; <br />reported that Hamline Avenue presently carries 8,000 vehicles/day; <br />noted that 9,000 vehicles/day is anticipated. Van Wormer explained <br />that turning traffic will have a substantial impact upon the smooth <br />flow of traffic; explained that it is desirable that traffic be <br />able to by-pass a left turning vehicle, and also to be able to <br />pass a right turning vehicle without crossing into the lane of on- <br />coming traffic. <br /> <br />Provisions for other concerns were noted: <br /> <br />A. On street parking requirements <br />B. Bicycle and pedestrian traffic <br />C. Some width for service vehicles (mail, trash haulers, <br />general delivery, etc.) <br />D. Transit vehicles <br />E. Oisabled vehicles <br />F. Maintenance vehicles <br />
