Van Wormer explained that as the roadway width increases, <br />the ability to confine construction to the existing right-of-way <br />decreases and will probably require some easements. <br /> <br />Christoffersen estimated costs at: <br /> <br />$167/foot - 36' width <br />$185/foot - 44' width <br />$189/foot - 46' width <br />$206/foot - 52' width plus additional r.o.w. at $10/ <br />foot. (about 4,450' of r.o.w.) . <br /> <br />It was noted that MN Dot can adopt to any of the alternatives <br />selected. <br /> <br />In discussion, it was queried why MN Dot has to know so far ahead <br />of construction; suggested that City make it as wide as possible, <br />and fit the road into it, when the width of Hamline is decided. <br />The Engineer's recommendation was requested. Van Wormer said <br />their feeling is, with the high volume of traffic, need provisions <br />for left turn lane; suggested the 46' or 52' which provides a center <br />2-way left turn lane and shoulders. It was asked if 4 lane striping <br />was considered. The answer was "yes", but 4 lanes are more than is <br />needed, and does not provide for left-turn lanes. <br /> <br />Comments from the Floor <br /> <br />Tim Peterson, 1376 Arden View Drive, said his frustration is left- <br />turns onto Hamline; feels 3 lanes, providing for left turns. would <br />solve the problem. Peterson said he'd like "no passing" in the <br />left-turn lane; feels 45 mph is much too fast; Hamline needs more <br />patrol. Peterson asked if the estimates include storm sewer; . <br />wants a traffic light at Hamline and 96; feels a 66' wide road would <br />provide room for bikes; suggested that if this does not leave room <br />for snow, snow can be removed. <br /> <br />Woodburn reported that a 40 mph speed limit has been aoproved for <br />Hemline Avenue. <br /> <br />Van Wormer said a light at Ha.line and 96 would be a State deter- <br />mination when the demand is apparent - 600 vehicles/hour on Highway <br />96 and 150 vehicles/hour on Hamline for 8 consecutive hours. <br />Van Wormer noted that the cost of a semaphore is $80,000% plus <br />about $lOOO/year for electricity. <br /> <br />Jean Day, 4250 Hamline Avenue, said there is a problem trying to <br />cross Hamline - children catching school bus etc.; feels there will <br />be a wider area to be crossed as proposed; feels parking on <br />Hamline is not necessary; asked cost to the property owner; said <br />she agrees that City make the south end as wide as the State wants <br />it, City can use this width for walkways. <br /> <br />Christoffersen noted that the road modification was initiated at ... <br />City level, not State. <br /> <br />John Fortnea, 1446 Indian Oaks Court, said he feels land-locked; <br />is concerne for children crossing the street and wants to reduce <br />speeding on this street. Fortney said he has never seen a police <br />car pull a driver over for speeding; suggested a pedestrian <br />walkway over Hamline and one over Lexington. <br /> <br />Mr. Steven Dorr, 1330 Wynridge Drive, said the problem is coming <br />off of 1-694 to Snelling, and up from Snelling Dnto Hamline. <br />Feels speed should be reduced to 40 mph. Dorr suggested "stop" <br />signs at key intersections, instead of a road improvement; this <br />would slow traffic; feels traffic is only a problem at peak hours. <br />
