<br />Minutes of Regular Council Meeting <br />Monday, September 10, 1984 <br />Page Four <br /> <br />Dave Lissner (Bethel College & Seminary) and Dick Cottle (Cottle <br />Architects Inc.) were present to answer questions. Miller reported <br />that the Planning Commission recommends Council approval of the <br />proposed dormitory as per plans submitted (received 8/23/84). <br /> <br />Rauenhorst moved, seconded by Mulcahy, that Council approves the <br />Site Plan for dormitory building #3 in accordance with plans <br />submitted. Motion carried unanimously. (5-0) <br /> <br />Case No. 84-26, Temporary Classrooms at Valentine Hills Elementary <br />School <br />Council was referred to a transparency indicating the location of <br />the temporary building, proposed to house 2 classrooms at Valentine ~ <br />Hills School, and to a brochure (Design Space International) which <br />pictures several types of modular buildings available. <br /> <br />Miller explained that the addition of the temporary classrooms <br />has been declared "insignificant" by Zoning Administrator Zehm, <br />because of the reasons in her memo of 8/30/84; noted that if <br />Council concurs, site plan only is required at this time. Miller <br />reported that the Planning Commission recommends approval of the <br />temporary classrooms for 5 years, with no extension on time period. <br /> <br />John Ostlund (Mounds View School District) explained that the lease <br />space is considered affordable, cost of building is prohibitive. <br /> <br />Hicks asked if the reason for the additional classrooms is to reduce <br />class size. Answer was yes, and to provide for special classes; <br />noted that the need may go beyond 5 years. <br /> <br />Rauenhorst moved, seconded by Hicks, that Council approve the <br />single structure, as proposed, for five years, subject to land- <br />scaping as stipulated by Planner Miller. Motion carried unanimously. <br />(5-0) <br /> <br />Case No. 83-13, McClung 3rd Addition - Final Plat Approval <br />Miller reported that the Final Plat of McClung Third Addition, <br />except for minor dimensional adjustments, is identical to the pre~ <br />1iminary plat; reported that the Planning Commission recommends <br />approval of the Final Plat contingent upon:. 1. Approval of <br />Royal Hills North Final Plat, 2. Resolution of park dedication, <br />and recognizing minor width variances - Lot 4, Block 1 and Lot 8, <br />Block 2, and minor depth variance - Lot 8, Block 2. Miller noted <br />that all lots are well over the 14,000 SF minimum area. Miller said <br />Council may defer action pending approval of the Royal Hills <br />North plat or take action tonight; noted that the plat wi1J not be <br />executed until the Royal Hills North Plat is approved. <br /> <br />Hicks moved approval of the Final Plat of McClung Third Addition, <br />subject to Final Plat Approval of Royal Hills North and resolution <br />of Park Dedication, recognizing the minor Lot 8, Block 2 and Lot 4, <br />Block 1 variances. <br /> <br />Motion was seconded by Rauenhorst. <br /> <br />In discussion, Hicks asked John McClung how a 5' wide walkway <br />width was established. McClung said it was recommended by Parks <br />and Recreation Committee; does not know whether it is intended to <br />be a paved or grass surface. Some concern was expressed that the <br />5 foot width may be difficult to maintain. Motion carried unan- <br />imously. (5-0) <br /> <br />McClung stated that he is in favor of the North Heights Luthe'ran <br />Church west of Snelling Avenue but access to the site should be <br />limited to Highway 96; otherwise feels, in a few years, we'll be <br />having the same traffic problems on Snelling as are now experi- <br />enced on Ham1ine Avenue. <br /> <br />. <br /> <br />Presbyterian Homes - Special Use Permit <br />Miller reported that he met some time ago (1-1~ years ago) with <br />residents and representatives of Presbyterian Homes relative to <br />
