<br />t <br /> <br />. <br /> <br />-- <br />.."" <br /> <br />, <br />I <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, July 30, 1984 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called <br />the meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present - Mayor Robert Woodburn, Councilmembers Thomas <br />Mulcahy, Michael Christiansen, Kathleen Rauenhorst <br />Absent - Councilmember Dale Hicks <br />Also Present - Engineer Donald Christoffersen, Bond Counsel Tom <br />Deans, Clerk Administrator Charlotte McNiesh, <br />Deputy Clerk Dorothy Zehm <br /> <br />Point of Personal Privilege <br />Mulcahy said he had three items to be placed on tonight's agenda <br />and gave them to the Clerk on Thursday evening; realized that the <br />agenda is very long; said he did not wish to burden Council with <br />any more business than absolutely necessary; noted that one of <br />items is appropriately covered under the Clerk's report, wants <br />two other items on the agenda: <br /> <br />- Procedure for appointment of Council member (will withdraw <br />for this evening). <br />- Questions concerning the Mayor's letter to residents, to <br />be inserted between items 8 and 9. (Comes after the <br />individual persons concerns, and not under Other Business, <br />when no one is here to appreciate the matter.) <br /> <br />Mulcahy said that the point of personal privilege that he would <br />like to make is that he believes the item should be inserted in <br />the position of 8.5 and he urged its inclusion there. <br /> <br />McNiesh said she thought the agenda was very long and she <br />did advise Mr. Mulcahy on Friday that these items were <br />not put on the agenda as line items. McNiesh noted that <br />we do not have a procedure in our bylaws for changing an <br />agenda; stated she thinks it would take a motion. <br /> <br />Mulcahy stated that a "point of personal privilege" is not <br />subject to a motion. He said he is asking the Chair to place <br />the item on the agenda at 8.5. <br /> <br />Woodburn said he thinks the items is an inappropriate item; <br />referred it to the Council to see if it should be an agenda item. <br />Woodburn said the Chair believes that a change in the agenda <br />usually takes a motion. Mulcahy concurred that a change in the <br />agenda does take a motion, and the proper motion is to re-order <br />the agenda; said he is not making that motion at this time; but <br />is raising a point of personal privilege. which he expects the <br />Mayor to rule on. <br /> <br />Woodburn asked for Council comments. <br /> <br />Rauenhorst said that the Clerk did ask her to look at the agenda <br />on Thursday at the Finance meeting; felt with 30 items on the <br />agenda, the item could be brought up under "Other Business"; <br />didn't realize it was as important to Mulcahy as it obviously is. <br />Mulcahy said he thinks the item is too important to take up as <br />late as Other Business. <br /> <br />Christiansen said he has no comment. <br /> <br />Woodburn said the Chair is ready to answer all questions presented <br />in the ways that ar.e common to the previous organization of the <br />Council; said that since the ruling has been asked, and its a <br />unique ruling, he'll have to be guided by guidelines that have <br />been set up, one is Roberts Rules of Order which generally <br />prohibits direct inquisitory questions of anyone; the second is <br />
