Minutes of Regular Council Meeting
Monday, July 30, 1984
Page Two

The League of Municipalities Statement that the agenda is made up
by the Clerk; the third is my willingness to answer your questions
and then if you have any charges or motions to make, that is your
privilege. Woodburn noted that the items on the agenda are all
"action items" or "advisory items" to us, or asked us from
outside; while he stands willing to answer the questions, according I
to the cited items does not feel it is an appropriate agenda
item; feels the reasons given for not putting it on are certainly
appropriate and germane.

Woodburn said he feels it would also be of importance for Mulcahy
to cite his references since none of the Council is a professional
parliamentarian; feels it puts the Chair in a difficult position ...
to cite an area we have not used before, or had to use.

Mulcahy asked the Mayor's ruling. Answer was "negative".

Mulcahy moved to reorder the agenda placing the item at 8.5; the
topic - Questions concerning the Mayor's Letter to Residents.
Motion did not pass (Mulcahy voting in favor of the motion;
Rauenhorst, Christiansen, Woodburn voting in opposition). (1-3)

Approval of Minutes
Rauenhorst moved, seconded by Mulcahy that the Minutes of the
July 9th Council meeting be approved as submitted. Motion
carried unanimously.
