Woodburn noted that the items on the agenda are all <br />"action items" or "advisory items" to us, or asked us from <br />outside; while he stands willing to answer the questions, according I <br />to the cited items does not feel it is an appropriate agenda <br />item; feels the reasons given for not putting it on are certainly <br />appropriate and germane. <br /> <br />Woodburn said he feels it would also be of importance for Mulcahy <br />to cite his references since none of the Council is a professional <br />parliamentarian; feels it puts the Chair in a difficult position ... <br />to cite an area we have not used before, or had to use. <br /> <br />Mulcahy asked the Mayor's ruling. Answer was "negative". <br /> <br />Mulcahy moved to reorder the agenda placing the item at 8.5; the <br />topic - Questions concerning the Mayor's Letter to Residents. <br />Motion did not pass (Mulcahy voting in favor of the motion; <br />Rauenhorst, Christiansen, Woodburn voting in opposition). (1-3) <br /> <br />Approval of Minutes <br />Rauenhorst moved, seconded by Mulcahy that the Minutes of the <br />July 9th Council meeting be approved as submitted. Motion <br />carried unanimously. (4-0) <br /> <br />Business from the Floor <br />None <br /> <br />Public Hearing - Impr. No. SS-W-P-ST-84-1, Roval Hills North <br /> <br />Mayor Woodburn opened the public hearing and Clerk Administrator <br />McNiesh verified that affadavits of publication and mailing <br />are on file; notices were published in the New Brighton Bulletin <br />on 7/11 and 7/18/1984 and mailed to affected property owners on <br />7/16/84. <br /> <br />Engineer Christoffersen briefly explained the proposed improvement <br />which consists of water main, drainage, sanitary sewer and streets <br />and gutters; noted that ~ of proposed Arden View Drive is within the <br />the Royal Hills North plat and ~ of the street is outside the plat, <br />extending westerly from the Townhouse Villages. Christoffersen <br />noted that the north ~ of the road is contemplated to serve an <br />estimated 7 lots, similar to those on the south of Arden View Drive <br />in the Royal Hills North plat. Bauer, Chairman of the Arden Hills Cable Communication Advisory <br />Committee, Roger Franke, North Suburban Cable Commisston Admin- <br />istrator, and Ter~y Schuster, Group W, were present. Bauer <br />reported that underground cable construction has begun in Arden <br />Hills; noted that'some citizens have petitioned to halt the <br />installation of underground cable because of the metal above- <br />gound containers; reported that Group W has begun the installation <br />
