Sedmark explained that a tower next to <br />the City water tower can have an aesthetically pleasing effect; <br />noted the tower can be painted any color the City would desire. <br />Sedmark said he wants to work with the City. <br /> <br />Rauenhorst and Mulcahy concurred that the City has enough towers; <br />are not in favor of any additional towers. Christiansen said the <br />NewVector proposal appears to be more aesthetically pleasing than <br />other proposals and moved to refer the matter to the Planning <br />Commission at its August 15th meeting for recommendations to <br />Council. Motion was seconded by Rauenhorst and carried unanimously. <br />(4-0) <br /> <br />(Mulcahy noted that he had proposed a zoning code modification re <br />towers, dishes etc. some time ago; suggested this be pursued). <br /> <br />Landscape Inspection Report - 1315 Red Fox Road <br />Council was referred to Landscape Plan and to report of Landscape <br />Inspector Oelke of 7-24-84. <br /> <br />Rauenhorst moved, seconded by Christiansen, that Council approve <br />the landscaping at 1315 Red Fox Road contingent upon the replace- <br />ment of the plant material and sod east of building, and author- <br />ize release of the performance bond. Motion carried unanimously. <br />(4-0) <br /> <br />Approval of Fall Park Programs <br />Council was referred to Fall Park Programs as recommended by the <br />Parks Committee. <br /> <br />After discussion, Rauenhorst moved, seconded by Mulcahy, that <br />Council approve the 1984 Fall Program as presented and recommend <br />that the Parks Committee review the need for a basketball program. <br />Motion carried unanimously. (4-0). <br /> <br />OTHER BUSINESS <br /> <br />Mator's Letter to Village Residents <br />Mu cahy inquired as to whether the Mayor knows the bulk rate mail <br />regulations; did he comply with the regulations; has he used this <br />type of mailing before; does he know who is eligible to use the <br />bulk rate mail; how many pieces were mailed. <br /> <br />Mayor Woodburn's answer to the questions was that they are personal <br />in nature. <br /> <br />Christiansen commented that he feels a Council member has the <br />right to ask a question of the Mayor; Mayor has the right to <br />decline an answer if the question is considered to be personal in <br />nature. Mulcahy agreed; said he feels these questions ought to be as <br />asked and the Mayor ought to be able to answer, does not think <br />they are personal. <br /> <br />Rauenhorst suggested that if Mulcahy wants to know if Village money <br />was used, the question is appropriate; feels the other questions <br />are not appropriate. <br /> <br />Mulcahy said he feels that none of the questions are impertinent <br />or improper; said he will not pursue them since he does not have <br />the backing of Council. <br /> <br />Procedure for Appointment of Council members <br />Mulcahy asked if the deadline to receive applications for Council <br />appointment will be extended beyond August 8th, because the <br />August 13th Council meeting has to be rescheduled. <br /> <br />Council concurred that the August 8th date be retained as the <br />closing date. . <br />
