<br />Minutes of Council Workshop Meeting <br />Village of Arden Hills <br />Wednesday, June 20, 1984 - 7:00 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called <br />the meeting to order at 7:08 p.m. <br /> <br />Roll Call <br />Present <br /> <br />- Mayor Robert Woodburn, Councilmembers Dale Hicks, <br />Michael Christiansen, Kathleen Rauenhorst, Thomas <br />Mulcahy <br />- None <br />- Engineers Norm Hendrickson, Donald Christoffersen, <br />Treasurer Donald Lamb, Public Works Supervisor <br />Bud Johansen, Public Works Committee members, <br />Clerk Administrator Charlotte McNiesh, Deputy <br />Clerk Dorothy Zehm <br /> <br />. <br /> <br />Absent <br />Also Present <br /> <br />Water Tower Needs Assessment - Engineer Norm Hendrickson <br />Council was referred to a data package, copies of which were <br />distributed to Council. Hendrickson explained that the population <br />figures used were based on the Comprehensive Plan population study <br />made by the City Planner; based on this study, the 1983 estimated <br />population connected to the Arden Hills water system is 6,350; <br />noted that the estimated population connected in 1994 is projected <br />at. 10,200 after deducting population of direct connections to <br />Roseville (295) and the mobile home park (873). <br /> <br />Hendrickson referred Council to actual Arden Hills water pressure <br />chart indicating water levels and water consumption at Arden Hills' <br />tower on August 6, 1983. Hendrickson noted that between 6:30 a.m. <br />and 11:00 p,m., when pumps are pumping, pressure drops to 40 psi <br />(considered a low pressure for industrial areas). Hendrickson <br />explained that he chose August 6th because it is a Saturday, when <br />there is not much industrial use, but a good water use day. <br /> <br />Hendrickson reported that the Roseville booster station (Arden <br />Hills' water source) is capable of pumping in excess of the <br />Roseville/Arden Hills fire demands as recommended by Insurance <br />Services, which are: - <br /> <br />4000 gpm for <br />5000 gpm for <br />3000 gpm for <br /> <br />4 hours to <br />5 hours <br />3 hours <br /> <br />Industrial <br /> <br />is considered a reasonable fire <br />demand for a city of the nature <br />of Arden Hills, according to <br />Hendrickson. <br /> <br />Hendrickson noted that insurance rates are based on the City's <br />rating class. Arden Hills currently is class 6. It was noted <br />that the lower the class the lower the rate; probably a class <br />6 because of volunteer fire department status. Hendrickson <br />noted that cities are not required to provide for fire demands; <br />noted these are the figures recommended by fire underwriters. <br /> <br />. <br /> <br />Hendrickson noted that consumption by Arden Hills & Roseville <br />combined was 11,066,652 gallons, on 8/6/83; 15.2% of this <br />consumption is the estimated consumption of Arden Hills based on <br />the 6350 population figure (1,682, M gallons); noted that it is <br />common practice to store an average day's water usage. <br /> <br />Peak hour, maximum day and average day Arden Hills water consumption <br />were noted by Hendrickson as well as the estimated consumption <br />anticipated for a maximum day plus fire demand, and for a maximum <br />day plus fire demand with arsenal connection. Hendrickson <br />referred Council to chart showing peak hour daily consumption <br />compared with peak hour consumption with arsenal connection. <br />
