Minutes of Council Workshop Meeting
Wednesday, June 20,1984 - 7:00 p.m.
Page Two

Combined Roseville and Arden Hills Water Use Records of August
6, 1983 were reviewed by Hendrickson, noting the approximate
percent of one day's water needs the City would have with a
1.5 MG tank and with a 1.0 MG tank, together with the existing
storage tan~ should a complete power failure occur at the
Roseville booster station under the given circumstances outlined.

1.5MG tank - 65%
1.0MG tank - 47%

Hendrickson explained that a 1.0 million gallon tank is needed
now, to provide for the recommended fire demand; if arsenal is
connected, a 1.5 MG tank would be needed. 4It

Hendrickson explained that the Roseville pumps have the pumping
capacity; the pumps are not the problem; sufficient storage of
water for the community's daily needs, peak hour needs and fire
demand, and possibly the connection of the arsenal to the system
are the reasons an additional storage tank is needed; noted that
Roseville can satisfy Arden Hills' and the arsenal's needs;
Roseville pumps from St. Paul's 20,000,000 gallon storage at
McCarrons. It was noted by Hendrickson that power failures are
probable and have happened; tornadoes are possible (could be out
.of power for several days, possibly). Hendrickson explained that
pressure will not be increased in Arden Hills because of an
additional storage tank; noted that pressure varies in different
areas of the City now - a new tower will not affect this pressure.

c:V
Hendrickson noted that ' 12" main was installed south of
County Road D in Roseville, in a two block area. ' . ,
. L. There is a question whether this 12" main may have to be
replaced.

The time frame for Council consid'eration was suggested to be
whenever Council desires. It was suggested that perhaps Council
would like to have response from the arsenal first and recommend-
ations from the Public Works and Finance Committees. Hendrickson
estimated the tower construction would take 1~'-2 years; depending
on season construction started.

Mulcahy said he felt more information is needed; doesn't feel
data on one day's records is sufficient to make a determination.

Preliminary Schematics of Future Hamline Avenue Improvements -
Engineer Donald Christoffersen
Christoffersen referred Council to drawing of two options which
he proposes to present to the Highway Department for improvement
of the Hamline/I-694 intersection. Christoffersen said his
preference is the option which stops the ramp traffic at Hamline,
with a right angle turn from the ramp onto Hamline (instead of
the existing ramp which merges ramp traffic with the Hamline
traffic~ Christoffersen explained that the other option he
proposes to present for the Stat~'s consideration is re-routing the
ramp from I-694 to County Road F, east of Hamline (thru the tower
property) . 4It

The proposed intersection improvement, Christoffersen explained
will also provide for an acceleration lane from Floral Drive to
the south, a left turn lane from the south to Floral Drive,
a right turn lane into CPI and one thru-lane.

Christoffersen said the other two options for the intersection
appear to be - do nothing, or take out the ramp entirely.

Council was also referred to cross-sections of various road width
options, on which Christoffersen will need guidance from Council
as to the street width desired for Hamline Avenue from about Eide
Circle to Highway 96.
