<br />. <br /> <br />. <br /> <br />~ <br /> <br />Minutes of Council Workshop Meeting <br />Wednesday, June 20, 1984 - 7:00 p.m. <br />Page Three <br /> <br />Christoffersen noted that there are deep swamp areas along <br />Hamline which he proposes to surcharge; suggested that the time <br />to do this would be at the time of the Hamline/I-694 intersection <br />improvement. <br /> <br />Council authorized Christoffersen to present the option proposals <br />to the State, with the understanding that Council will again <br />consider the options for the intersection improvement before the <br />State decision is made. <br /> <br />(Rauenhorst left the meeting at 9:25 p.m.) <br /> <br />Karth Lake Level <br />Christoffersen reported that the level of Karth Lake has risen <br />and residents are concerned about loss of trees; explained that <br />there is no outlet from the lake. <br /> <br />Christoffersen reported that Bob Todd has been taking lake level <br />measurements. <br /> <br />Keith Enrooth reported that he has already lost 4 Oak trees; <br />other residents will also be losing trees because of the high <br />water; suggested that pumping out about 1~'-2' of the water <br />would help the lake residents; noted that lake is up about 2' <br />since the ice went out - level has risen about 18" over the last <br />two weeks. <br /> <br />Bob Todd referred Council to water level data recorded between <br />September 22, 1983 to June 13, 1984; noted that he canoed around <br />the lake and observed that about 50 oak trees have died and <br />many are right on the water's edge; suggested that if City is <br />considering a pumping solution, it should be done now. <br /> <br />Todd said the original plat of Karth Lake Estates shows the lake <br />at 929.8 (1977); lake is now at 936.0, an increase in elevation <br />of 6.2 feet. <br /> <br />The lake area was estimated at 15 - 18 acres. It was queried <br />whether it is reasonable to pump it, and, if so, would it be a <br />temporary or permanent pump. <br /> <br />Council requested that costs of pumping be obtained for Council's <br />consideration at the June 25th meeting. <br /> <br />Water Tower Antenna Proposal <br />Woodburn reported on the possible request to use the water tower <br />for mounting "whip antennas" instead of constructing a 150+ foot <br />high tower to serve a mobile telephone service. A structure of <br />about 22'x26' to house equipment is also needed.
