<br />Minutes of Special Council Meeting <br />Tuesday, March 27, 1984 <br />Page Two <br /> <br />training 25 additional volunteers were dIstributed. Projected <br />costs for three citIes Is $1,023,599, yearly cost for operating <br />the third station is estimated at $98,000. A proposed plan, <br />spreadIng costs over a three-year period, shows the cIties paying <br />$50,000 of land plus Interest costs, fire department $60,000. <br /> <br />In reviewing the estimates, following statements were made: <br /> <br />- Building cost estimates of $71/sq. ft. for the two story <br />building are high. Koch said this was based on data f~om <br />the 1983 Firemen's Almanac: Dickson said Informal dis- <br />cussion with some local architects Indicated $50+/sq. ft. <br /> <br />. <br /> <br />- Land cost seems high. Koch said property owner based this on <br />on an equlyalent of $30,OOO/lot for residentIal sites. <br /> <br />Mayor Woodburn noted that the Arden HIlls costs for fire protection <br />had about tripled from 1977 to 1984, but the number of volunteers <br />and pieces of equipment had remained constant. Koch stated that <br />equipment was sorely In need of replacement in 1977 and replace- <br />ment costs have Increased substantially. <br /> <br />The current formula for sharing fire protection costs for the <br />three municIpalities, based on estimated market values, was <br />discussed. CouncIl members from Arden Hills and North Oaks <br />said they did not feel the current formula Is appropriate for <br />cost sharing of the proposed station. <br /> <br />Mayor Wedell said Shorevlew needs the extra protection of the <br />proposed station at County Road I. If the other cities do not <br />participate, an alternative Is for Shorevlew to fund It and deduct <br />the market values of properties north of STH 96 from total values <br />of three cities. Mayor Johnson said he would like to see some <br />figures reflecting effect of Shorevlew values north of STH 96 being <br />deducted. <br /> <br />Mayor Woodburn and Councilman Hicks said they could see some benefit <br />to Arden Hills from the third station, Woodburn said he could <br />possibly -"sell" 10%. <br /> <br />The data prepared by the Fire Department shows costs spread over a <br />three year period, Cities would like to see impact of longer <br />financing period. Gary Dickson agreed to have hIs staff prepare <br />data reflecting 5, 10 and 20 year financing plans. <br /> <br />Councl Is agreed to discuss the additional data at up-comIng <br />Council meetings and to respond by May 15th. <br /> <br />Meeting adjourned at 9:35 p.m. <br /> <br />~~!lkd <br /> <br />Charlotte McNlesh <br />Clerk Administrator <br /> <br />1l,A~~ <br />Robert l.
