(4-0) <br /> <br />Minutes of the March <br />Motion ca~rled <br /> <br />BusIness from the Floor <br />None <br /> <br />REPQRT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Sto~m Dralnaqe Study - Amendment to North Central Drainage Plan <br />Council was referred to Englnee~ls letter of 3-22-84 re Revision to <br />Arden Hills North Central Drainage Plan, and to attachments thereto. <br /> <br />A transparency of the area Included In the North Central Drainage <br />Plan was shown, and ChrIstoffersen Indicated detention basin A-6a <br />which Is proposed by the Royal Hills North plat to be filled. <br />Christoffersen explained that In review of the North Central Drainage <br />Plan, It was determined that the elimination of Basin A-6a does not <br />cause significant Impact on the downstream facilIties, provided a <br />73 Inch span arch culvert Is Instal led, Instead of the existing 18" <br />and 30" culverts under Snelling Avenue, to carry runoff from a 100 <br />year storm. <br /> <br />Ch~lstoffersen reviewed computation sheets with Councl I; recommended <br />that If the Alte~nate (District A-6) Is app~oved, that It be referred <br />to Rice Creek Watershed District for approval and that the North <br />Central Drainage Plan be amended accordingly. <br /> <br />Rauenho~st moved, seconded by Hicks, that CouncIl amend the North <br />Central Drainage Plan to Include Alte~nate (A-6) and recommend <br />approval of the amended North Central Drainage Plan by the Rice <br />Creek Watershed Dlst~lct. Motion carried unanimously. (4-0) <br /> <br />4 <br /> <br />Preliminary Plat Approval - Royal HI lis North <br />Council was ~eferred to a transparency of the proposed Preliminary <br />Plat of Royal Hills North, IndicatIng Its o~lentatlon to the pro- <br />posed McClung Third AddItion to the south, and the Townhouse Villages <br />to the east; noted that the plat Includes t of the east/west ex- <br />tension of A~den View D~lve, the othe~ t of which Is p~oposed to <br />be obtained f~om property to the no~th by condemnation. <br /> <br />Christoffersen Indicated a ravine which runs In a southeasterly <br />direction at the south of proposed McClung's Third Addition, dividing <br />the north a~ea from the south; explained that access to McClung's <br />Third AddItion Is, consequently, to the north, to the Royal HI I Is <br />North plat. <br /> <br />Christoffersen reported that anticipated traffic from east to west, <br />through Royal HI I Is North Is about 150 trips/day (townhouse a~ea to <br />Snelling): noted that the proposed Arden View Drive extension wll I <br />entail difficult grading and engineering to accomplIsh the 6% g~ade <br />requIred by ordInance; suggested that app~oval of the plat provIde <br />for some flexibility In this ~oad locatIon. <br />
