Why the cost of the system was grossly underestimated. <br /> <br />Testa explained that Group-W Is not faultless; could have done a <br />better job of estimating; advised that some things that sounded good <br />never came to pass (shopping from home, banking, etc. - noted that <br />the economIcs are not there and are apparently not essential <br />services to the majorIty of subscribers. <br /> <br />Testa said he feels the Commission will endorse the negotiated <br />settlement; noted that an estimated two to three million dollars <br />wI I I be saved (about 10%> by not activating the second cable, and <br />provIding 60 channels, Instead of 107. <br /> <br />, <br /> <br />Mulcahy noted that Group-W has apparently been successful In <br />Involving the Commission with Group-W's problems; feels we ought to <br />receIve damages and feels we ought not to give up what we have a <br />contract to receive. Mulcahy said he Is not impressed that Arden <br />HI I Is should concede; feels It Is Important for the City to get <br />what It bargaIned for, and feels the City ought to start over again, <br />If necessary, to get the system It wants, even If it takes another <br />2-3 years. <br /> <br />Mulcahy said he feels the CommIssion made concessIons out of <br />wearIness, and feels the CommissIon should go to court, If necessary, <br />to get the services the contract Is to provide. <br /> <br />Testa advised that the 2 cable system Is not financially vIable now; <br />noted that Council's constltuants won't have the service they were <br />promised even with 107 channels. <br /> <br />Bauer summarized the reduced system that is proposed for Commission <br />approval; commented t~at the service that the Commission ultimately <br />accepts, he feels, should be one that will adequately serve us for <br />many years; feels the original system should be restored which he <br />considers Is the best system for Arden Hills subscribers. <br /> <br />Ken Froslld added that the publ Ie Interest Is Councl I 's job; noted <br />that we can acknowledge that technology has changed, but we have had <br />many proposals over the months and there Is no Indication that <br />technology will stop changing. <br /> <br />The general concensus of Councl I waS that Council's response at the <br />March 12th meeting stl I I stands. Hicks said he would like It to go <br />on record that we recommend to the Commission that It s'lck to the <br />original contract or new bids be Initiated. <br /> <br />Human Rights Commission Recommendation for Ordinance Revisions <br />Council was referred to the Human Rights Commission Minutes of <br />March 1 st. <br /> <br />Councl I concurred that the City Code be amended to reflect the changes <br />recommended. <br /> <br />. <br /> <br />Hicks moved, seconded by Mulcahy, that Council authorize the Human <br />RIghts Commission to engage In "no fault" grievance procedures now; <br />Councl I to give attention to the recommended ordinance changes at <br />the time up-gradIng of the City Code Is authorized. Motion carried <br />unanimously. (3-0> <br /> <br />~olntment to RCWD Citizen's 509 Task Force <br />Woodburn appointed volunteer Marvin Sorvala, 1720 Chatham Avenue, <br />as citizen member to the RCWD Citizen's 509 Task Force, and appointed <br />Councilman Thomas Mulcahy as the elected representative. <br /> <br />Hicks moved to ratIfy the appoIntments. <br />Mulcahy and carrIed unanImously.
