<br />- <br /> <br />Minutes of Regular Councl I Meeting <br />Village of Arden Hills <br />Monday, February 13, 1984 - 7:30 p.m. <br />V III age Ha II <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn cal led <br />the meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present <br /> <br />- Mayor Robert Woodburn, Councllmembers Thomas <br />Mulcahy, Michael ChrIstiansen, Kathleen <br />Rauenhorst, Dale HIcks <br />- None <br />- Attorney James Lynden, Engineer Donald <br />Christoffersen, Planner Orlyn Miller, Treasurer <br />Donald Lamb, Clerk AdmInIstrator Charlotte <br />McNlesh, Deputy Clerk Dorothy Zehm <br /> <br />-- <br /> <br />Absent <br />Also Present <br /> <br />Approval of MInutes <br />Hicks moved, seconded by Christiansen, that the Minutes of the <br />January 30, 1984 Council Meeting be approved as amended. <br />MotIon carried unanimously. (5-0) <br /> <br />Ro~er Blomquist, President, Ramsev Countv Leaque of Local <br />Governments <br />Mr. Blomquist distributed R.C.L.L.G. materials to Council and <br />briefly described the objectives and structure of R.C.L.L.G. <br />Blomquist encouraged the support of Arden Hills In the <br />or~anlzatlon; Invited Council to attend the February 15th <br />meeting In Shorevlew. <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Status Report - Assessment Appeals <br />Lynden reported that nIne of the 10 appeals are represented by <br />Attorney Bruce Malkerson, who has requested a postponement <br />until next fall; reported that 1 appeal Is on the calendar for <br />April 18th (George ReIling, represented by Attorney John <br />Daubney) . <br /> <br />Lynden said he would like Council approval to hire an appraiser <br />or two; suggested Blake DavIs and Mike Bettendorf; cost for <br />appraIsal of land - approxImately $385/parcel, land with <br />buildings approximately $700/parcel. Lynden reported that <br />some of the appellants are the same as In Shorevlew - 3 have <br />settled with Shorevlew. Lynden reported no response to <br />Interrogatories from the nine appellants; Reiling argues <br />"no benefit". <br /> <br />-- <br /> <br />After dIscussion, Hicks moved, seconded by Rauenhorst, that <br />Councl I authorize Lynden to prepare motion to compel discovery <br />and to seek continuance untl I next fal I. Motion carried <br />unanimously. (5-0) <br /> <br />(Lynden withdrew request to hire appraisers.) <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />Case No. 83-29, Preliminary Plat of Roval Hills North - <br />Marcel Elbenstelner <br />Woodburn explained that he and the developer had been optomlstlc <br />that the i road could be negotiated, after their meeting with <br />Reiling, but the negotiations have deteriorated. <br />
