<br />Minutes of Regular Councl I Meeting <br />Village of Arden Hills <br />Monday, January 30, 1984 - 7:30 p.m. <br />Village Hall <br /> <br />. <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called <br />the meeting to order at 7:30 p.m. <br /> <br />Roll Ca II <br />Present - Mayor Robert Woodburn, Councilmen Thomas Mulcahy, <br />Michael Christiansen, Dale HIcks <br />Absent - None <br />Also Present - Engineer Donald Christoffersen, Treasurer Donald <br />Lamb, Clerk Administrator Charlotte McNlesh, <br />Deputy Clerk Dorothy Zehm <br /> <br />Approval of Minutes <br />Mulcahy moved, seconded by Christiansen, that the MInutes of <br />January 9, 1984 be approved as corrected. Motion carried <br />unanimously. (4-0) <br /> <br />Business from the Floor <br />Mr. Harry St. Germain, 4324 Arden View Court, advIsed Council <br />of an apparent break down In communIcatIon relatIve to a recent <br />water main break; reported he didn't have any water for 27* <br />hours; reported that he called the Ramsey County Sheriff to <br />report that he had no water, and received no Information from <br />them as to when repairs would be made; reported he was also not <br />able to reach anyone In the city Public Works Department or the <br />T.H. homes associatIon, and had no contact from the City until <br />Monday when he called the City Clerk. <br /> <br />St. Germain said he feels a public utility should provide 24 hour <br />service to Its customers and make repairs, whether or not <br />problems arIse on weekends. <br /> <br />Councilman ChristIansen said he was aware of the break; had a <br />neighbor borrow water from him; reported he was not aware that <br />St. Germain didn't have water; noted that It was the Intent of <br />the department to provide water service to everyone during the <br />weekend, pending repair of the break; apparently that was not <br />done; Suggested that the Public Works Department, from now on, <br />notify the residents, not the association. <br /> <br />St. Germain said he feels residents have to know whom to contact; <br />Ramsey County Sheriff will not give Information to the residents, <br />or apparently report prOblems to the utility department. <br />St. Germain said he has had trouble with valves breaking which <br />reflects on the engineering of the utility and City Engineer. <br /> <br />EngIneer Christoffersen explained that the City Engineer does <br />not get Involved In the Individual home plumbing; noted that <br />the CIty does have a plumbing Inspector. St. Germain reported <br />that one valve, If turned off In the first of four units of <br />townhouses, will shut off water to the other three units. <br /> <br />-~ Public Works Supervisor Johansen verified that the 1 valve shut- <br />off will turn the water off for all 4 units, In the south <br />townhouses; noted that the valves are approved by the State <br />Plumbing Code. Johansen said the valves will sometimes break, <br />when turned off for plumbing changes and/or repairs. <br /> <br />Johansen reported that the Sheriff's office Is provided with <br />names and phone numbers of "on call" Public Works people; noted <br />that the numbers were also given to the home owners association <br />manager by the Public Works Department when this water break <br />was reported. Johansen explained that the water pressure was <br />turned down, but left on; al I residents should have had water, <br />but not much pressure; It was the Intent that all would have <br />water. <br />
