<br />. <br /> <br />Minutes of Regular Council Meeting <br />January 9, 1984 <br />Page Th ree <br /> <br />. <br /> <br />Case No. 83-2J, Preliminary Plat -Lametti Addition <br />A transparency of the propoaed l>reliminary Plat of Lametti AdditioP. <br />was displayed. <br /> <br />Hicks described the location of the 8.3 acre parcel as west of <br />Snelling Avenue and north of Bussard Court; noted that 14 resid.ntial <br />lots are proposed, all of which meet or exceed subdivision require- <br />ments, except. L2 I12, which is 700 sq. ft. under the required 14,000 <br />square foot area requirement. !licks noted that this lot is 95' <br />wide x 140' an.d is bordered on the east by an exceptionally wide <br />Snelling Avenue r.o.w. (80' - 85') between paved portion of street <br />and lot line. <br /> <br />Hicks reviewed the City Engineer's report, noting an 8% grade for <br />180' of street which should be @ 6% grade, 90' paved cul de sac <br />diameters which should be 100' diameters. Hicks said these are <br />apparently corrections th.at can be made without altering the lot <br />sizes. <br /> <br />Hicks reported that the Planning Commission recommends approval of <br />.the Preliminary Plat subject to restrictive covenants for cOntrol <br />and maintenance of the common recreationlponding srea, shifting <br />of the Lametti Circle cul de sac to the north by 5'-6' to provide <br />greater separation between cul de sac and south boundary of the <br />plat, and designation on lots 3 snd 4, block 2 that south sideyard <br />se tback be 15'. <br /> <br />William Muske noted that two lots have lake frontage (Lot 9, Block 2 <br />and Lot 5, Block 1); consequently the 12 off.,.lake lots will be <br />owners of the common recreationlponding area. Muske asked if these <br />12 lot owners would be permitted to launch boats at this site; <br />feels it would be an important amenity to the,lot owners 'to not <br />have to use the public launch; noted this is not a public area; <br />owners will maintain and police it; noted that a luxury development <br />is proposed, not intended for public dedication. <br /> <br />Muske said the area is very wooded and will be retained as much as <br />possible, ss proposed. Muske noted that Lametti Lane, at Snelling <br />Avenue, will be graded to provide adequate sight distance. In <br />answer to proposed boat launch, Kuske said he envisions a ramp of <br />some kind (probably paved or macadam) at the north end of the <br />recreation area, where boats can be put into the lake and removed. <br />Muske said it is not envisioned that boats would be permanently <br />moored at the recreation srea. Muske said the south portion of <br />the recreation area is a natural ponding area. <br /> <br />(It waS suggested that the Cit~ Engineer be apprised of the macadsm <br />or paved road to the lake, for his drainage computations.) <br /> <br />. <br /> <br />Muske said the 6% grade is apparently possible to achieve; noted <br />this is a design recommendation by the City Engineer. <br /> <br />The kind of boat dock was queried. Muske said probably a straight <br />dock, with T at the end. Concern. was expressed relative to over- <br />night docking of motor boats or the storage of boats in the common <br />area. It was noted that restrictions were placed on Lake Johanna <br />some years ago to control usage of the lake. <br /> <br />Development of the recreation area was queried re playground <br />equipment, structures, picnic tables, etc.' Muske said this is <br />unknown at this time. Kuske said they want to incorporate Council's <br />concerns of the covenants. <br />
