CONSENT ITEM - 8D <br />-ARPEN HILLS <br />luINLVAMIM-101110011 <br />DATE: November 10, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Jen Estling, Deputy Clerk <br />SUBJECT: Resolution 2025-070 - 2026 Curbside & Non -Curbside Recycling Fees <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motion to approve, table or deny the following: <br />• Resolution 2025-070 setting the 2026 Curbside and Non -Curbside Recycling Fees <br />Background <br />Walters Recycling and Refuse provides curbside recycling collection for the City of Arden Hills. <br />The contract began May 5, 2025. The 2025 rate was a blend between the Republic Services rate for <br />January through April 2025 and Walters Recycling and Refuse rate for May through December <br />2025. <br />Ramsey County requires recycling fees to be set by the end of November so they can add the amounts <br />to the upcoming year's property taxes. <br />Discussion <br />The City's contract with Walters Recycling and Refuse states "the price per RDU will increase each <br />year by the twelve-month average percentage of change in Consumer Price Index for All Urban <br />Consumers: Water and Sewer and Trash Collection Service in the US City Average as reported by <br />the us Bureau of Labor Statistics for the preceding calendar year or by five (5) percent, whichever <br />is less". Walters has confirmed the current rolling 12-month average CPI is at 5.0% exactly. <br />Based on the anticipated cost of the collection services and the expected revenue from the SCORE <br />grant funds, the per unit annual fee for residents receiving curbside collection is proposed to increase <br />from $99.00 per year to $123.00 per year or $10.25 per month, which is an increase of $2.00 per <br />Page 1 of 2 <br />
