Parks & Recreation (Sec. V) <br />Staff is proposing a number of changes to this section. The following details the proposed changes: <br />• Reorganized for readability: The previous schedule often had multiple fees in a single cell, <br />which made it hard to read. It has now been reorganized so that each line item has a single <br />dollar amount associated with the specific fee. <br />• Missing fees: Some categories did not have fees listed and so reasonable, comparable fees <br />were added to fill those gaps. <br />• Security deposits: While we rarely retain security deposits, the current amount does not fully <br />cover damages when they occur. Based on feedback from maintenance staff, increasing the <br />deposit to $300 is proposed to better align with potential costs. <br />• Refunds: The previous schedule did not include refund information. Clear guidance has been <br />added outlining when refunds will be issued. <br />• Pavilion & Picnic Shelters: In order to remain consistent with our current practice, it is <br />suggested that we remove the options of I I am - 4 pm and 5 pm - 10 pm. Instead, renters will <br />have access to the building from 10 am - 10 pm on the day of their rental, regardless of their <br />actual event time. Currently, Parks Maintenance staff has requested we only allow I rental per <br />day, so this will align with that request. <br />• Taxes: All prices now include the 8.375% tax. This makes the document easier to read and <br />ensures renters see the total price upfront. <br />• Notes: Staff has removed outdated or unnecessary notes and added clarifying notes regarding <br />Youth Athletic Associations Ballfield rentals to ensure consistent application of fees and <br />refunds to all users. <br />Rounding: All fees have been rounded to the nearest $5 for consistency and readability. <br />Planninz and Zoning (Sec. VI) <br />Changes reflect an increase in fees and escrow to accommodate a fee schedule that is more <br />proportional to the staff time dedicated to the type of project, including legal consultation. The <br />minimum fee for labor-intensive planning cases was increased by $50. This was to address the <br />amount of time taken by individuals in the various departments that take time to address a planning <br />and/or zoning application. A consistent flat minimum fee of $100 for small scale projects that require <br />time from the community development department and administration is proposed to better reflect <br />staff time. <br />Public Works/Enzineerinz (Sec. VII) <br />This section has been substantially revised and includes several new items which better reflect <br />existing City ordinances and/or State statute. The proposed changes for Right -of -Way permits, <br />Grading & Erosion Control permits, Restoration fees and the addition of a section for Billable Rates <br />for City Equipment and Labor will allow staff to manage permits more efficiently and match the <br />Building Department's process. The associated Administrative Fees match market rates and account <br />for the procedural process that will be followed. <br />New fees related to Water Tower Telecommunications and related plan review, inspections, <br />maintenance and repair access are also proposed to be added. These fees will improve the process for <br />water tower related permits. Staff also proposes adding a new Water shut-off/turn-on line item that <br />clarifies the current process for water on/off requests that are received. <br />Page 3 of 5 <br />
