The Hydrant Meter Rental item was moved from Section VIII Utility Hookup Charges to this section, <br />and proposed fees include an inflationary increase. <br />Utility Hookup Charmes (Sec. VIII) <br />Staff is proposing increases to various permit fees in this section and recommends the addition of <br />Escrow fees where indicated. Adjusting for residential and commercial work reflects and accounts <br />more accurately the actual costs of inspection and review efforts depending on the scale of the <br />project. <br />As stated above, the Hydrant Meter Rental item was moved from this section to Section VII. A new <br />subsection for Water Meter/Spacer Charges has been added. The proposed language in the associated <br />fee column as written allows for flexibility of material price changes throughout the year. <br />The Customer Requested Water Meter Accuracy Test item was moved under the new subsection and <br />the process has been updated to reflect the current process. The language now clearly shows fees for <br />the requestor and saves staff time coordinating an estimate for services if not pursued by the <br />requestor. <br />TCAAP WAC/SAC <br />At the June 9th work session, Ehlers presented on SAC/WAC fees for Rice Creek Commons <br />(TCAAP). These development fees will pay for the public improvements installed by the City for <br />Rice Creek Commons. As part of the 2026 fee schedule discussion, city staff is bringing forward the <br />recommended SAC/WAC rates prepared by Ehlers that would be paid as development commences at <br />the time of the building permit. It should be noted that this is one of two ways the City can have the <br />development pay these costs. The other route would be special assessments levied against the <br />property and paid semi-annually with property taxes. In the absence of a cooperative agreement with <br />Ramsey County for alternate funding, the City continues to maintain our preference to assess the <br />project. Due to timing, by setting these rates, the City will be protected to make sure that we collect <br />the equitable share of public infrastructure costs on the Thumb Parcel as well as the California Parcel <br />with any future vertical development. Discussions would continue with Ramsey County and <br />Developer(s) to finalize how these costs are memorialized for repayment to the City. <br />Miscellaneous/Retail Activities (Sec. IX) <br />No changes are being proposed. <br />Miscellaneous Fees/Permits (Sec. XI) <br />Staff proposes adding a new line item for Council Approved Abatement with a related administrative <br />fee of $340.00 which will cover staff administrative time. Construction Activity Waiver has been <br />updated to reflect that this is a Night Time waiver and there is a proposed adjustment to the fee, <br />increasing it from $263.00 to $340.00 as this fee has not been adjusted since 2017. <br />Utility Use Charzes (Sec. XIV) <br />An increase to water (4.0%), sanitary sewer (3.0%), and surface water (6%) fees are recommended. <br />Page 4 of 5 <br />
