lt <br />�R� HILLS <br />MEMORANDUM <br />DATE: November 10, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Joua Yang, Finance Director <br />SUBJECT: 2026 Proposed Budget and CIP <br />Budgeted Amount: Actual Amount: <br />N/A N/A <br />Council Should Consider <br />AGENDA ITEM - 3A <br />Funding Source: <br />N/A <br />Staff is requesting that City Council review and provide feedback to the attached proposed 2026 Budget <br />and CIP. The Truth -in -Taxation meeting is scheduled for December 8, 2025, where a final budget and <br />tax levy will be adopted. <br />Background <br />Budget discussions were held with the Council in July, August, and September. Council adopted a <br />maximum tax levy increase of 18.32% on September 29, 2025. The final levy and budget adoption <br />meeting is scheduled for December 8, 2025. <br />Discussion <br />Changes since September 29, 2025 Meeting <br />• Personnel changes that include the below: <br />o Current wage and corresponding step increases for recent hires — increase of $14,617 <br />o Updated non -union health and dental premiums — no impact to the levy <br />Note: The 2026 preliminary budget included a 15.0% placeholder for health and a 4.0% <br />placeholder for dental premium increases, which is sufficient to cover the updated <br />premiums <br />Police contract amount was adjusted to reflect the latest estimates from the Ramsey County <br />Sheriff's Office— decrease of $101,056 <br />A summary of the major changes in the 2026 proposed budget is as follows: <br />Page 1 of 7 <br />
