STATEMENT OF PURPOSE <br /> I The Bureau of Indian Affairs (BIA), the Environmental Protection Agency (EPA), the Federal <br /> Emergency Management Agency (FEMA) , the Indian Health Service (illS), the NPS <br /> Archaeological Assistance Division (NPS), the Nuclear Regulatory Commission (NRC), the U.S. <br /> I Fish and Wildlife Service (USFWS), General Services Administration (GSA), U.S. Army Corps <br /> of Engineers (COE) and other federal entities all have responsibilities and interests in protecting <br /> the environment, human health, cultural resources, and property interests of the Prairie Island <br /> .- Dakota Community under the doctrine of trust responsibility. This principle is based on the <br /> spirit of President Clinton's Executive Order dated April 11, 1994, and the President's <br /> Memorandum, dated April 29, 1994. Further, there a National-Level MOU between the BIA, <br /> . USEPA, ms, USGS and HUD that sets a National-level framework for this specific MOU. A <br /> counterpart regional 5 Agency MOU Work Group exists that can be used as a forum to discuss <br /> and resolve issues of mutual interest between the federal agencies. Each participating agency <br /> . and any Indian tribe in the Great Lakes area is invited to direct issues to the Regional 5 Agency <br /> MOU Work Group. <br /> I It is therefore the purpose of this Memorandum of Understanding (MOU) to identify areas of <br /> mutual interest and responsibilities among the federal agencies, and coordinate the respective <br /> activities of the agencies and tribal government to promote the most efficient and integrated use <br /> I of resources in consultation and coordination with the Tribe to provide the stated need to ensure <br /> protection of the health and safety of the citizens of the Prairie Island Dakota Community, a <br /> federally recognized Indian tribe, their cultural and natural resources, and related property and <br /> I property interests in relation to the operation (including spent nuclear fuel storage) of the <br /> Northern States Power (NSP) Nuclear Utility Plant, within immediate and adjacent _proximity <br /> to the Prairie Island Dakota Community and other environmental health risks. The primary <br /> . objective of this MOU centers on protecting the human health, environment and trust resources <br /> of the Prairie Island Dakota Community from risks imposed by forces outside the control or <br /> meaningful participation by the government and members of the community.
