CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> I DATE: September 27, 1996 <br /> I TO: Brian Fritsinger, City Administrator <br /> ~- <br /> FROM: Dwayne Stafford, Public Works Superintendent <br /> I SUBJECT: New Strect Signs <br /> I Back~Tound <br /> Jerrold Avenue <br /> I At the regularly scheduled Arden Hills Public Works/Public Safety meeting on September 19, <br /> 1996, a resident of the Jerrold Avenue cul-de-sac asked that a "Dead End" sign be installed on <br /> Jerrold Avenue just west of the Prior Avenue intersection. Jerrold Avenue begins at New <br /> I Brighton Road and runs west 1/4 mile beyond Prior Avenue. Approximately halfway between <br /> Prior and the end of Jerrold the road makes a dog-leg to the left. Entering Jerrold from the Prior <br /> Avenue intersection it is not possible to see the end of the cul-de-sac. Mr. Wally Olsen who <br /> I resides at 1991 Jerrold Avenue and attended the September 19, 1996 Public WorkslPublic Safety <br /> Committee meeting stated that drivers become irritated when they realize they have taken a dead <br /> end road and tend to speed out of the cul-de-sac. This he feels endangers his and other children <br /> .. who play in the area. The Public Works Superintendent, Dwayne Stafford had previously met <br /> with the property owner where the sign would be placed. She indicated she was not in favor of a <br /> sign on her boulevard, but would accept any decision that was made. <br /> I County Road F <br /> I Since the completion of the County Road F reconstruction, Mounds View students have <br /> discovered the widened shoulders west of the high school have created new parking areas. What <br /> started out this school year as 1 or 2 vehicles parking in this area has now become 10 or 15, and <br /> I at times the students are parking in the road way. The North shoulder has a No Parking sign <br /> which students obey, however the south shoulder is not posted for No Parking. <br /> I Recommendation <br /> The Public WorkslPublic Safety Committee recommends Council approve the installation ofa <br /> "Dead End" sign on Jerrold Avenue just west of Prior Avenue. <br /> I The Committee also recommends placing "No Parking Any Time" signs on County Road F on <br /> the rural design section between Mounds View High School and Interstate 35W. <br /> I Note <br /> I At the request of Mr. Fritsinger the Public Works Superintendent has since discussed the County <br /> Road F parking issue with Ramsey County Sheriff Deputy, Ginger Geving. Deputy Geving <br /> stated she has no objection to students parking in this location if they do so properly. She stated <br /> It she would rather see the students parked there than in the residential areas. She further stated she <br /> will tag those who park unlawfully in the paved portion of the road way. <br /> I <br />
