MEMORANDUM <br /> DATE: January 16, 1996 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administrator fJ!lJ;;:- <br /> SUBJECT: MASC Proposed Ice Arenas <br /> Request <br /> The Minnesota Amateur Sports Commission (MASC) has made a request to the Cities of Arden <br /> Hills, Shoreview, New Brighton and Mounds View to create a partnership to assist in the <br /> construction of a four sheet ice arena at the National Sports Center in Blaine. <br /> Background <br />- At the January 8, 1996, Council Meeting, Council requested an update as to the proposed four <br /> sheet ice arena at the National Sports Center in Blaine. During the past few weeks, the Parks and <br /> Recreation Director and I have met with representatives of the MASC, neighboring City <br />- Administrators and Parks Directors. While Staff has not met with the Mounds View and <br /> . Irondale Youth Hockey Associations, they appear to be excited about this opportunity, since <br />- there is a rapidly growing demand for indoor ice, These two Associations have contributed <br />- $5,000 to:msure that they are part of this consortium. <br />- Anoka County, who will be issuing the lands for this project, is requiring that cities be involved <br />-- in the project rather than an athletic association. Once Staff has been able to meet with all the <br />- players (ie; School District, Hockey Associations) a more detailed presentation can be provided <br /> to the Council. The following will provide some additional information, but many of the details <br /> are still unknown. <br />- <br /> Issues <br /> 1. Timing <br />- The construction of the building is proposed to begin in September, 1996, and last <br /> through September, 1997. At this time, Anoka County has indicated it will issue the <br /> bonds necessary to finance the project. In order to complete the issuance of bonds prior <br />- to the proposed construction schedule, MASC has requested that the Cities willing to <br /> participate elect to do so no later than March, 1996. <br />- 2. Financial ParticipationlDown Payment <br /> The four Cities have been asked to provide a pro-rata share of down payments, In this <br />- case this is estimated at $500,000 or $125,000 per City. The hockey associations have <br /> indicated they have money to pay for a portion or all of this. The exact amount is <br /> . unknown until we meet with the hockey associations, sometime next week. <br />- <br />- <br />
