TO: Brian Fritsinger, City Administrator <br />I FROM: Dwayne Stafford, Public Works Superintendent <br /> SUBJECT: Follow Up on Highway 96 Resolution <br />I Background <br />I Since recommendations concerning the Highway 96 construction plans have been made, several <br /> questions have arose concerning costs to the City. <br />. New Service Road connecting Old Snelling to Round Lake Road <br /> The costs ofthe segment of road connecting Old Snelling to Highway 96 would be paid by <br /> Ramsey County as Old Snelling and Highway 96 are both County Roads. <br />I The segment eonnecting Round Lake Road to Highway 96 would be the City of Arden Hills <br /> responsibility as Round Lake Road is a City street. This could be a substantial amount of money <br />Ie as necessary easements would have to be obtained along with engineering costs. <br /> Trails Maintenance <br />. Trails would be maintained at no cost to the City by the Ramsey County Parks Department. <br /> Landscaping Maintenance <br />I Mowing would be provided at a low level priority by the County Parks Department. This would <br /> only be done a few times each year to keep the weeds down. Each City may elect to provide <br />. more than the basic care at their expense. <br /> Lighting Costs <br />. Under the basic plan which would be two lights per signalized intersection, the County would <br /> maintain lights and pay the electric costs. <br />. If the City decides to add lighting above the basic plan it would be the City's responsibility to <br /> maintain and cover the electric costs for additional lighting. <br />. Traffic Signals <br /> Traffic signals will be maintained by the County and electricity paid for by the County, where a <br /> County road meets a County road. If a County road and City street intersection is signalized the <br />I costs of electricity and maintenance would be split at this intersection. The split would be <br /> determined by whether City streets cross the County Highway. Example - A City street ending <br />~ in a 'T' at the County road would have a one/third (1/3) cost to the City, while a City street <br /> crossing a County road would split fifty/fifty (50/50). <br />I <br />
