Paul, MN 55126 <br />Attention: Mr. Jim Tolaas <br />Re: Highway 96 Reconstruction I <br />Dear Jim: I <br />Having reviewed the latest Draft Report/Concept Study with the Arden Hills Staff and . <br />City Council, the City of Arden Hills would like to inform you of the following <br />recommendations for the Arden Hills segments of Highway 96 re-construction. <br />Trails: I <br />Staff recommends the basic IO foot wide Bituminous trail without the additional <br />amenities such as; concrete edge bands, colored seal coat, rest areas or lighting, unless the eI <br />additional amenities are provided at Ramsey County's expense. The trail should connect <br />to Arden Hills trails where appropriate, would have marked crosswalks at all signalized <br />intersections and would meet the accessibility requirements of the American's with . <br />Disabilities Act (ADA). <br />Sidewalk: I <br />Staff recommends replacing the proposed sidewalk with a IO foot wide Bituminous trail <br />on the north side of the highway at Ramsey County expense. The north trail would have <br />one rest area by a yet to be determined entrance to the Twin Cities Army Ammunition . <br />Plant (TCAAP). The trail should connect to Arden Hills trails where appropriate, would <br />have marked crosswalks at all signalized intersections and would meet the accessibility I <br />requirements of the American's with Disabilities Act (ADA). <br />Landscaping: I <br />Staffrecommends the highest level oflandscaping, utilizing any and all funds available. <br />The highest level oflandscaping \vould be at least five percent of the total project cost or <br />a tree every fifty feet along the median and the boulevards, whichever is greater. Staff I <br />recommends pursuing landscape monies from Cities with little or no medians to be used <br />for landscaping in Arden Hills where wider medians are being proposed. <br /> . <br /> .. <br />PHONE: (6121 633-5676 .
