<br />I' <br />I NORTH SUBURBAN YOUTH ASSOCIATION <br />I- <br /> HISTORY <br />I <br />I In 1984 the Minnesota legislature passed a law permitting certain non-profit <br /> organizations to raise funds through the use of limited gambling activities. <br />I Organizations that had a three year history as either a Minnesota non-profit, <br />I registered with the Secretary of State, and/or Tax Exempt status with the Internal <br /> Revenue Service could operate gambling. <br />I The Roseville Youth Football Association met these qualifications, applied for <br />I and received a Charitable Gambling license in 1985. RYFA's goal, at that time, was <br />.. to replace football equipment to comply with federal safety mandates. The funds <br /> required to replace the needed equipment was $30,000.00. It was hoped gambling <br />I revenues would help Jill this f"mancial need. Without the new equipment the <br />I program would not continue to operate. There seemed to be no other way to raise <br /> this sum of money in the time allowed. <br />I The f"rrst gambling site was at Paul's Place, a Roseville hotel and restaurant <br />I complex. Bob Matson was appointed Gambling Manager to establish and <br /> coordinate the administrative support for this new activity. The gambling <br />I operation began in 1985. It was decided that the football program would not rely <br />I on gambling funds for normal activity expenses. At the beginning we had no idea <br /> if gambling would be a successful fund raising activity. However, the $30,000.00 <br />I goal was achieved after only a few months of operations.
