I 1450 West Highway 96 Arden Hills, Minnesota 55112 I RE: TH 10 W A TERMAlN REPLACEMENT Dear Mr. Stafford: I This letter is submitted as you requested to address the replacement of a segment of watermain along Old Highway 10, between County Road F and Valentine Avenue. The I CIVil ENGINEERING: existing segment of watermain is six-inch cast iron pipe and was installed in 1969. An ENVIRONMENTAL attached map shows the watermain of concern. The City's Public Works staff has repaired MUNICIPAl the watermain four times in the past six months and roughly 15 times in the past ten years. . .NNING As it has only been in place for approximately 26 years, it appears that there may be a ~OUD WASTE corrosive soil condition contributing to the higher than average rate of deterioration of the STRUCTURAL utility. Based upon the number of watermain repairs required in recent years and the fact I SURVeYING that Ramsey County intends to construct roadway improvements along Old Highway 10 in T~AFF:C 1996, it would be appropriate for the City to consider the replacement of the watermain TRANSPORTATION along this segment of roadway. Consideration for the installation of C900 plastic pipe is 1 also warranted as that material is inert and not conducive to the possible corrosive effects ELECTRICAL/MECHANICAL of the soils. ENGiNEeRING: I HVA( Based upon the original plans for the project and public works records, the watermain is POWER DISTRIBUTION SCADA located approximately beneath the pavement edge on the west side of roadway. The City , SYSTEM CONTROlS has expressed a desire to install an eight-foot wide trailway adjacent to the roadway in this area as well. As the existing right-of-way is 100 feet wide, it would be most feasible to install a new watermain approximately 20 feet behind the existing pavement edge to avoid I future conflicts with a trail way and costly roadway restoration. The estimated costs for this reconstruction total approximately $24,500. This cost includes.650 linear feet of six-inch C900 watermain, two 6-inch valves, and the necessary connections at the north and south I ends. This estimate also includes engineering, city administration and construction inspection. .
