TO: Brian Fritsinger, City Administrator g; <br />I FROM: Dwayne Stafford, Public Works Superintendent <br /> SUBJECT: <br /> Old Highway 10 Watermain <br />I Back!!round <br /> The segment ofwatermain connecting County Road F and Valentine Avenue, lies in the west <br />I shoulder of the highway approximately 2' off the edge of the pavement. It is a 6" Cast Iron line <br /> which was installed in 1969. It lays in a bed of wet clay. There is one service (I" copper) on this <br />I line connected to a residence on Valentine Court. This line also creates a looped system for <br /> County Road F and Valentine. <br /> Problems <br />I Since July 15th we have repaired four leaks on this segment. Three of the four leaks were holes <br /> approxirnately 2 1/2" in diameter where the pipe had rusted through and the areas immediately <br />.. around the hole are deteriorating. I have pictures of one of these holes. The fourth repair this <br /> year was a clean break where a slight shift in the ground or settlement from poor bedding may <br /> have caused the brittle pipe to crack. The Public Works staff notes we have approximately 15 <br />I repairs to this segment. <br /> Reauest <br />1 MSA Consulting Engineers have been contacted and brought up to date on this problem. Mr. <br /> Stonehouse has done some research into replacing this segment. Attached is a letter from Mr. <br /> Stonehouse. <br />I Recommendation <br /> Staff recommends replacing this segment with a class 53 ductile Iron pipe with a polyethylene <br />I sock or possibly looking at one of the newer plastic pipes which are not damaged by highly <br /> acidic soils. This project should be done before summer as staffhas been informed that Ramsey <br />I County has plans to overlay Old Highway lOin this area in 1996. <br />I DS~t <br />I <br />I - <br />, <br />
